This position serves our partners at the Minnesota Pollution Control Agency (MPCA). The MNIT MPCA team provides technical expertise for the organization’s applications and agency-specific support to ensure every Minnesotan has healthy air, sustainable lands, clean water, and a better climate. As Lead Application Developer, you will provide application development leadership in code development and maintenance projects identified as having moderate or high complexity. The scope of the projects will be broad-based undertakings that will have a high impact on agency-wide processes and procedures. The projects will require expertise in application code technologies, database, systems and software analysis, troubleshooting, integration, development standards, software development life cycle (SDLC) methodologies, and technical industry best practices. A high level of knowledge of the existing MPCA databases, stored procedures, and applications will also be required. This position will be involved with the most complex and critical systems at the MPCA. This position will also provide leadership and expertise in architectural and design decisions for new and existing MPCA systems. (https://mn.gov/mnit/about-mnit/careers/hiringprocess.jsp) **:** Position requires a minimum of five (5) years of IT related experience in information system implementation, operation and maintenance. Experience must include: + Extensive experience with both legacy and modern .NET and C#, including .NET Core and desktop application development, as well as modern web-, SOAP- and RESTful API development + Extensive experience building applications and APIs with 3rd party environmental and regulatory software platforms (TEMPO, RAPIDS, EQuIS, ReTRAC, RCRA, NEIEN, etc.) + Proven experience leading large teams of senior developers with a focus on establishing and maintaining a high standard for code quality, stability, security, and maintainability. + Proven ability to mentor and guide junior developers, fostering growth toward independence. + Proven ability to work collaboratively in cross-functional teams, helping to drive large teams toward completion of highly complex projects + Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties. + Customer service skills that include active listening, empathy, and problem-solving.
