**Job Description:**
Parsons is looking for a highly experienced **Landside Delivery Manager - Water** to lead the execution of all landside infrastructure components on a major airfield development project.
This leadership role is responsible for ensuring the successful planning, coordination, and delivery of roads, parking, public transport interfaces, utilities, site logistics, and related infrastructure.
The ideal candidate will bring 20 years of experience in delivering large-scale civil and infrastructure projects, with a strong background in stakeholder coordination, construction management, and delivering within operational or highly regulated environments such as airports or transport hubs.
**What You’ll Be Doing:**
+ Oversee the construction and delivery of all landside works, including roadways, interchanges, drop-off zones, public transport facilities, parking areas, pedestrian zones, and enabling infrastructure.
+ Ensure alignment with overall project schedule, quality standards, and safety requirements.
+ Coordinate phasing and integration with airside and terminal components to support seamless airport operations.
+ Manage construction activities through all stages — from mobilization and early works through to handover and commissioning.
+ Review and approve method statements, shop drawings, material submittals, and inspection test plans (ITPs) for landside works.
+ Monitor site progress, address construction challenges, and implement corrective actions as required.
+ Act as the primary interface with contractors, consultants, government authorities, utility providers, and airport operations teams for all landside-related matters.
+ Manage permits, approvals, and No Objection Certificates (NOCs) in coordination with relevant regulatory bodies.
+ Ensure effective communication and coordination across disciplines to manage design and construction interfaces.
+ Oversee site logistics, access planning, traffic management, and temporary works to maintain operational continuity.
+ Enforce adherence to health, safety, and environmental (HSE) standards across all landside work zones.
+ Identify delivery risks and implement proactive mitigation strategies to maintain progress and compliance.
+ Lead progress meetings, coordination workshops, and interface resolution sessions.
+ Prepare and present progress reports, KPI dashboards, and risk registers to senior management and client representatives.
+ Mentor and manage a multidisciplinary team of engineers, inspectors, and coordinators.
**What Required Skills You’ll Bring:**
+ Bachelor’s degree in Civil Engineering, Construction Management, or related field.
+ Minimum 20 years of experience in infrastructure and civil project delivery.
+ Demonstrated leadership in managing complex landside or transportation infrastructure works, preferably within airport environments.
+ Strong technical understanding of roads, utilities, pavements, traffic management, and urban infrastructure.
+ Proven ability to manage large-scale construction contracts, interface complexity, and multiple stakeholder expectations.
+ Familiarity with regional authority standards and international best practices in civil works delivery.
+ Proficient in Primavera P6, MS Project, and construction management tools.
+ Strong communication, leadership, and problem-solving skills.
+ PMP or equivalent project management certification is preferred.
+ Prior experience on airport landside projects (e.g., drop-offs, APMs, public transport hubs) is highly desirable.
+ Knowledge of sustainable mobility and smart infrastructure integration.
+ Experience coordinating with government authorities and transport agencies.
+ Fluency in Arabic is a plus.
