Job Description:

Parsons is looking for an amazingly talented Landside Delivery Manager – Sitewide Roads to join our team and lead the execution and delivery of landside infrastructure, including all sitewide roadworks, under a high-profile airport development program.

This role requires extensive experience in managing the construction and coordination of complex civil infrastructure projects across large and dynamic sites. The ideal candidate will have a deep understanding of roadway design, phasing, traffic management, and integration with utilities and airport operational zones.

What You'll Be Doing;

Lead the end-to-end delivery of all landside and sitewide roadworks, including main access roads, service roads, parking areas, drop-off zones, and interchanges.Oversee the planning, phasing, and execution of road construction to ensure alignment with airport program milestones and access requirements.Manage contractor performance, ensuring works are completed on schedule, within budget, and to the required quality standards.Coordinate closely with airport authorities, consultants, utility providers, and adjacent project packages to integrate roadwork activities across the site.Interface with traffic engineers, utilities teams, and site logistics planners to ensure seamless delivery with minimal disruption to operational areas.Facilitate coordination between construction packages to align interfaces, sequencing, and permitting needs.Review and approve contractor submittals, shop drawings, method statements, and ITPs for roadworks.Ensure strict compliance with project specifications, civil codes, pavement standards, and airport authority requirements.Monitor quality of materials and workmanship through regular inspections and testing oversight.Supervise daily site activities related to roads, drainage, earthworks, and hardscape components.Monitor progress and resolve site-level issues quickly, coordinating with engineers, planners, and safety teams as needed.Ensure effective implementation of traffic detours, signage, and temporary access routes throughout construction phases.Identify potential risks to safety, schedule, or quality and implement appropriate mitigation strategies.Enforce strict adherence to HSE policies and ensure all roadwork operations comply with safety protocols and environmental regulations.Manage and support road safety audits and temporary traffic control plans.Maintain accurate and up-to-date documentation of work progress, inspections, non-conformance reports, and stakeholder communications.Prepare detailed weekly and monthly reports on delivery status, issues, and look-ahead activities.Support preparation of handover documentation including as-builts, test results, and closeout reports.

What Required Skills You'll Bring;

Bachelor’s degree in Civil Engineering, Transportation Engineering, or a related field.Minimum of 20 years experience, with significant experience delivering major infrastructure projects, with significant leadership responsibility over roadworks or landside development.Proven track record of delivering road and civil works packages on airport or transportation mega-projects.Deep understanding of roadway construction methods, geometric design, and materials.Strong familiarity with airport landside requirements, access planning, and traffic integration.Competence in managing large-scale contractors and multidisciplinary teams.Proficiency in relevant tools such as Civil 3D, MS Project, and construction management platforms.Exceptional leadership, communication, and stakeholder engagement skills.Experience working with airport authorities, ministries of transportation, or government infrastructure clients.Knowledge of international codes and standards (AASHTO, FAA, ICAO, MOT guidelines).Experience delivering roadworks within operational environments or under complex phasing constraints.Certification in Project Management (PMP, PRINCE2) or Construction Management (CCM).Multilingual capabilities (English required; Arabic is a plus).
