Description of Job
TheDivision of Disease Control and Public Health Response (DCPHR) is the department’s lead surveillance, planning and response arm for public events including communicable disease outbreaks and epidemics, pandemics, bioterrorism, and other public health and mass casualty events and disasters. The division includes theOffice of Emergency Preparedness and Response; State Public Health Laboratory;Health Equity Branch, Communicable Disease Branch; Immunization Branch; Public Health Informatics, Reporting,andRefugee Branch; and Operations Branch. The Division exists to ensure that the Department has the ability to effectively prepare for, monitor, detect, diagnose, investigate, and nimbly respond to all types of conditions, events and disasters that impact the public’s health.
The Work Unit:
The safety and accuracy of laboratory testing are the primary concerns of the Certification Program. The staff endeavors to protect the public health through education and inspection of facilities that perform laboratory testing services. Various state and federal regulations are administered through the Certification Program. The programs include drinking water testing laboratories under the Environmental Protection Agency (EPA) Safe Drinking Water Act, milk producer laboratories and other milk testing laboratories under the Food and Drug Administration (FDA) Grade A Pasteurized Milk Ordinance of 1995, and law enforcement and private alcohol and drug testing laboratories under the Colorado State Board of Health Rules and Regulations 42-4-1301.
What you will be doing:
This position exists to evaluate and determine laboratory compliance with the Federal EPA Safe Drinking Water Act, FDA Grade A Pasteurized Milk Ordinance, and state rule 5 CCR 1005-2, Rules Pertaining to Testing for Alcohol and Other Drugs requirements. The surveyor applies both federal and state regulations to foster good laboratory practices through on-site and off-site inspections of environmental, dairy, and forensic toxicology laboratories located both in and out-of-state. The surveyor analyzes data, prepares written reports, and communicates with laboratories.
Environmental Laboratory Oversight
+ Work in coordination with other lab certification section staff to ensure timely and high quality inspection processes.
+ Using knowledge of applicable EPA Safe Drinking Water Act regulations and EPA approved methods, good laboratory practices, in conjunction with application of effective interview and data collection methods, perform biennial on and off-site surveys and evaluate methods performed by laboratories testing drinking water samples inside and outside of the state.
+ Apply scientific theory, technical knowledge and expertise, and regulatory standards in diverse facilities to detect problems, violations or failure to comply with regulations. Review and verify information in applications and other forms for adequacy to recommend or deny approvals requested by outside facilities or individuals to supervisor.
+ Write survey reports, collect and evaluate plans of correction and recommend certification level or revocation to the division director through the certification program manager. Create invoices and collect certification fees and maintain a current listing of certified water laboratories.
Dairy Laboratory Oversight
+ Work in coordination with other lab certification section staff to ensure timely and high quality inspection processes.
+ As a certified Laboratory Evaluation Officer (LEO}, use knowledge of applicable FDA Grade A Pasteurized Milk Ordinance federal regulations to evaluate dairy testing facilities.
+ Through application of good laboratory practices, in conjunction with application of effective interview and data collection methods, perform annual on-site evaluations of dairies and milk product collection facilities throughout the state.
Apply scientific theory, technical knowledge and expertise, and regulatory standards in diverse facilities to detect problems, violations or failure to comply with regulations.
+ Review and verify information in applications and other forms for adequacy to recommend or deny approvals requested by outside facilities or individuals. Write survey reports, collect and evaluate plans of correction and recommend certification level or revocation to the FDA through the certification program manager using standard reporting protocols.
Forensic Toxicology Laboratory Oversight
+ Work in coordination with other lab certification section staff to ensure timely and high quality inspection processes.
+ Applies knowledge of applicable Colorado Board of Health Rule (5 CCR 1005-2) to evaluate forensic toxicology laboratories performing testing for DUI/DU ID purposes.
+ Through application of good laboratory practices, in conjunction with application of effective interview and data collection methods, perform annual onsite inspections of laboratories performing testing on blood and urine samples for alcohol and drugs.
+ Applies scientific theories, technical knowledge regulatory expertise, and interpretation of those standards in diverse facilities to identify problems, violations or failures in compliance to laboratory certification manager.

Experience Only:
Five (5) years of relevant experience* in a laboratory setting performing biological, microbiological, biochemical or molecular science testing with an emphasis on directing or designing quality assurance (QA) protocols, safety procedures.
OR
Education and Experience:
A combination of related e ducation** biological and/or physical science (e.g., microbiology, molecular biology, chemistry or genetics and/or relevant experience* in a laboratory setting performing biological, microbiological, biochemical or molecular science testing with an emphasis on directing or designing quality assurance (QA) protocols and safety procedures equal to five (5) year.
*This experience must be substantiated within the Work Experience section of your application. "See Resume" will not be accepted. In addition, part-time work will be prorated.

Conditions of Employment:
+ Pursuant to CDPHE policy, a criminal history background check is required for all positions at CDPHE
+ Must be available in the event of an emergency, (e.g., bio-terrorist attack, chemical attack, disease outbreak or all hazards) and be required to report to work immediately at the regular or alternate location. During this time, travel restrictions may be in place.
