This position administers collective bargaining agreements and participates in the bargaining process. Additionally, the incumbent will investigate and review investigations of complaints of harassment, vulnerable adult allegations, employee misconduct, and performance issues. The incumbent will be responsible to provide advice, consultation, training, process review on Employment Law compliance (FMLA, Workers Comp, OSHA and WESA) including policies, procedures, and directives.

**Minimum Qualifications**
Three (3) years of Human Resources experience which demonstrates knowledge sufficient to advise and consult management and staff in the following areas:
+ Labor Relations and
+ Employment Law
NOTE: A bachelor’s or advanced degree in Human Resources or a related degree program, such as Business Administration, Public Administration, Psychology, and Organizational Behavior, may substitute for one year of experience described above.
Additional required qualifications:
+ Knowledge of Family Medical Leave Act (FMLA), Workers Compensation and Unemployment Insurance
+ Critical-thinking and problem-solving skills sufficient to analyze and evaluate complex information, research and evaluate alternatives, independently make sound decisions, resolve conflicts and provide guidance on a variety of HR issues
+ Experience with human resources information systems (HRIS)
+ Ability to work collaboratively in a team environment
+ Communication skills sufficient to explain sensitive, controversial and confidential information to employees, management and staff in a clear and concise manner
+ Ability to adapt to change, lead change, and be resilient in a potentially ambiguous environment
**Preferred Qualifications**
+ Bachelor’s or advanced degree in Human Resources or a related degree program, such as Business Administration, Public Administration, Psychology, and Organizational Behavior
+ Advanced level human resources experience (e.g. HR Specialist 3 or higher)
+ Human resources experience in continuous 24-hour operations
+ Knowledge of pertinent state and federal employment laws (e.g., MS Chapter 43A, ADA, FLSA, EEOC, Human Rights Act, I-9 Immigration Law, Unemployment, Personnel Rules, Administrative Procedures, MN Government Data Practices) collective bargaining agreements, and other relevant personnel policies and procedures
+ State or other public sector labor relations experience with planning and conducting employee investigations

This position requires successful completion of the following:
+ A Minnesota Department of Human Services (DHS) background check may be conducted on the top finalist(s) for the position(s). When conducted, a finalist must pass the DHS background check.
+ A Tuberculosis (Mantoux) screening (or chest x-ray) is required prior to employment.
