Under overall supervision of the executing partners, and technical guidance of the CTA and Senior Project Coordination, and in close collaboration and coordination with project team members, and partners, he/she will be responsible for the development and implementation of the communication strategy and actions within the project. The primary role for this TOR will be for all output of climate smart agriculture project.

Key objective of the job: Documentation and Reporting as following:

Facilitate project partners to implement project activities and plans; Assist in organizing events such as meetings, workshops, expos, signing ceremonies, press conferences and other events that will profile project; Write and edit reports, communications materials including media advisories, event articles, newsletters, success stories, website content, presentations, talking points etc. Work with the relevant staff of the project and project partners to produce communication materials and ensure those materials are distributed to communities, government authorities, and other stakeholders so that they are aware and understand the project, its major results, and lessons learned; Work with the PMU staff responsible for the various project outputs to effectively communicate the project and its accomplishments to the public; Liaise as required with local printing, production companies, TV and radio stations to produce and disseminate project information products; Support project implementation, organization of field activities. (administrative support at PMU office);

Major responsibilities

Provide technical support

Develop and implement communication strategy and plans;Assist in organizing events such as meetings, workshops, expos, signing ceremonies, press conferences and other events that will profile project;Write and edit reports, communications materials including media advisories, event articles, newsletters, success stories, website content, presentations, talking points etc.Work with the relevant staff of the project and project partners to produce communication materials and ensure those materials are distributed to communities, government authorities, and other stakeholders so that they are aware and understand the project, its major results, and lessons learned;Work with the PMU staff responsible for the various project outputs to effectively communicate the project and its accomplishments to the public;Liaise as required with local printing, production companies, TV and radio stations to produce and disseminate project information products;Facilitate the project implementation, organization of field activities. (Administrative support);

Strengthen evidence gathering and utilizations

Ensure strong integration of indigenous knowledge, including women and other groups, in reporting and communication;Provide in-field technical support to project team during key events to strengthen programming quality and resultsEnsure that project’s activities build on national best practices and that project supported activities lead to additionality of increasing resilience of landscapes, ecosystems and communities (including livelihoods and community infrastructure).Facilitate participate in planning, monitoring and evaluation of the proposed activities/interventionPromote the identification and synthesis of best practices and lessons learned from the project for organizational sharing and learning as well as external information.Documentation, report and dissemination of best practices for wider replication

Coordination and collaboration for effective project implementation

Interact, build and nurture effective working relationships with relevant GO/NGOs, Agencies, and Civil Society Organizations in order to foster strong networking, coordination, collaboration and partnership at national level for communication and dissemination of project results;Collaborate and coordinate with project partners to develop communication and dissemination of project climate resilient livelihood;Facilitate consultations with communities to identify priority community-led climate resilient actions;Educate on the project specific advocacy issues and plans to partner with INGOs and other relevant stakeholders;

Organizational values and strategic priorities, branding and positioning of World Vision are strengthened in climate change issues.

Required Professional Experience

Appropriate university degree in a related field (Agriculture, Community development, forestry, communication, and administrative etc); bachelor’s degree will be an advantage

Required Education, training, license, registration and certification

Practical experience about agricultural practices in Laos, including land use analysis, Agriculture demonstrated technical knowledge and experience in communication and reporting;Knowledge about agriculture, climate changes, livelihood improvement and economic potential will be an advantageAnalytical skills combined with good communication skills in English and Local language- preferable.Able to work independently and as part of team and deliver on time under pressure

Preferred Knowledge and Qualifications

Minimum 5 year of experience worked with international organization, projects and good in documentation and reporting;A combination of academic and public sector experience would be considered an assetProven experience on one or more projects of similar nature. Management or participation in development for climate agriculture would be an advantagePrevious experience with the international organization is desirable;Experience in working, liaising and collaborating with government representatives, officials, local authorities, civil society organizations, and public international organizations;

Language Requirements

Fluency in written and spoken English
