Serve as the Knowledge Acquisition and Performance Studies (KAPS) Manager for the Oak Ridge Enhanced Technology and Training Center (ORETTC) reporting to the ORETTC Director. Responsible for educational content and course development at the ORETTC facility. Works with partners for instructional design, production, and delivery of trainings. The KAPS Manager will also be an analyst for training effectiveness, future engagement, and continuous improvement.
The KAPS Manager will lead a team of talented professionals equipped to design, develop, and implement curriculum for partners/clients. The team may include instructional designers, instructional technologist, subject matter expert/instructors, technical writer, and production personnel. Provide leadership in maintaining safe-working conditions; establish goals and expectations; prioritize and integrate work within the group. Handle personnel matters associated with direct reports. Interview, hire or make hiring decisions; evaluate performance; coach, counsel, reward, and discipline employees, as appropriate. Handle employee complaints and resolves personnel problems. Set standards and monitor performance of staff including development plans. Develop, review, and approve budgets, proposals, cost estimates, schedules, and related documents.
Major responsibilities include the following:
Communicate with SMEs, instructors, partners/clients to create state-of-the-art content for training. Conduct educational and instructional needs analysis and gap analysis. Design and develop website for ORETTC. Maintain learning and content management system. Develop registration platform. Conduct analysis and evaluation of training and events. Utilize data from evaluations to plan future events, modify content and curriculum, and improve elements of training. Collaborate with stakeholders to conduct after action reports, hot wash, and other post-event evaluations. Research and test emerging instructional technologies in coordination with the ORETTC technology team. Work with partners/clients to determine most effective technologies for delivering training/events. Fifteen or more years of relevant education and/or relevant experience in instructional design may be considered to satisfy educational and years-of-experience requirements for this posting Experience managing projects or programs. Experience related to nuclear operations/nuclear nonproliferation. Preferred Job Requirements MS degree in a technical discipline is preferred along with the required number of years of relevant experience. Experience related to advanced technologies used in adult learning and content delivery. Strong leadership and interpersonal skills and the ability to interact, present and communicate with NNSA and other government customers on a regular basis. Specialized technical and programmatic knowledge in nuclear detection and security research and development plus significant track record managing major technical projects/functions is desired.
