Job Description The Joint Pole Agreement Head oversees JPA policy, compliance, and coordination across all regions ensuring alignment with national regulations and standards. He/She leads the entire JPA renewal strategy and execution across all regions. The JPA Head is responsible for managing a team who is doing the negotiation, implementation, and governance of joint pole use agreements between Globe and power distribution utilities (DUs), ensuring strategic alignment, cost efficiency, regulatory compliance, and timely execution of pole-sharing arrangements to support network rollout and expansion.KEY RESPONSIBILITIES:
PARTNERSHIP AND AGREEMENT MANAGEMENT
Assist his/her team in negotiating new JPAs and renewals with electric cooperatives (ECs), private DUs, and government-owned utilities
Review and manage the legal and commercial terms of joint pole use
Maintain an updated database of all active agreements and pole-sharing metrics
NETWORK DEPLOYMENT SUPPORT
Coordinate with network roll-out teams to prioritize areas needing pole access
COMPLIANCE & REGULATORY COORDINATION
Ensure all joint use complies with ERC regulations, NEA circulars, and local ordinances on ROW, pole attachment fees, and co-location
Work with Engineering teams to uphold technical and safety standards
Oversee the submission and tracking of necessary permits and compliance documents
Work with legal teams to draft, review, and secure approval for MOAs, JVA, or service agreements with DUs
FINANCIAL & COST OPTIMIZATION
Recommend pole-sharing or underground alternatives when feasible
Assist in budget planning related to pole access and use
STAKEHOLDER & DISPUTE MANAGEMENT
Coordinate with Legal and Regulatory teams for contract enforcement or arbitration if needed
Build strong working relationships with key stakeholders in power utilities, and regulatory agencies such as ERC, DOE, and NEA
INTERNAL COLLABORATION
Network Engineering - for pole design specs and loading calculations
Legal and Regulatory - for agreement drafting and compliance
Finance - for payment processing and cost validation
Field Operations - for pole tagging, inspection and audit
