The Opportunity:

CACI is the prime contractor for the US Air Force Taj Mahal program, an integration and transformation effort, that will offer significant growth opportunity for candidates.  This position will be a unique and exciting career opportunity that will involve the integration, development, and deployment of enterprise wide systems involving COTS ERP SaaS solution, and enterprise data analytics in a state-of-the-art Agile development environment. The transformation and integration of USAF legacy systems to a SaaS solution will be a monumental technical experience for this position. In addition, the resulting solution will deliver direct support to our USAF airmen and their families.

We are seeking a Lead Oracle Fusion Cloud HCM Functional Quality & Adoption Specialist to direct testing, training, and adoption activities across Agile Product Teams (APTs) supporting the U.S. Air Force’s HCM SaaS modernization. In this role, you will establish test strategies, oversee regression and performance testing, lead the creation of adoption and training materials, and provide business analysis support for critical HR workflows. You will ensure the Air Force has a system that is not only technically sound, but also fully adopted and auditable.

Responsibilities:

Define and manage test strategies for system increments, integrations, and data migrations.

Lead quarterly update regression testing to ensure SaaS continuity.

Direct the development and execution of automated regression and performance/load testing.

Own UAT planning and execution; ensure validation of Accessions → Assignments → Orders lifecycle scenarios.

Ensure technical and functional documentation meets program compliance standards.

Partner with Product Owners and Analysts to refine epics and features into user stories.

Track and report quality and adoption metrics (defect closure, regression coverage, training participation, adoption readiness).

Mentor Specialists and ensure consistency across APTs.

Act as primary interface with Air Force HR stakeholders for adoption readiness.

Will also oversee the development of training curricula and end-user adoption strategies.

Additional Responsibilities – Hypercare Help Desk Lead

Stand up and oversee Tier 1/2/3 support immediately post–go-live.

Establish a Hypercare War Room process to triage and resolve user issues.

Ensure all incidents and recurring issues are logged, analyzed, and converted into backlog items.

Coordinate with Oracle Support (MOS SRs) and DevOps for escalated issue resolution.

Track and report hypercare metrics (incidents opened/closed, average resolution time, defect themes).

Transition Help Desk ownership smoothly to long-term sustainment teams after stabilization.

Qualifications:

Required:

BA/BS + 7 YRS

7–10 years’ experience in HCM testing, training, documentation, or adoption.

Demonstrated  Business Analysis skills (epics, stories, acceptance criteria, backlog refinement).

Proven experience leading test or training teams on enterprise HR implementations.

Functional knowledge of military HR processes (Accessions, Assignments, Orders).

Desired:

Oracle HCM Cloud Implementation Specialist certification.

Prior DoD or Air Force HRIT program experience.

Agile/SAFe certification (SAFe Practitioner, SAFe PO/PM, or equivalent).

Deep knowledge of HDL/HSDL, OTBI, BI Publisher, HCM Extracts, BPM Approvals, Journeys.

The proposed salary range for this position is:

$90,300-$189,600
