Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for an IT Specialist (PLCYPLN), Position Description Number PDD2176P01 and is part of the 153d Communications Squadron, Wyoming Air National Guard. This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required. Responsibilities This position is in the 153d Communications Squadron (153 CS), 153d Air Base Group (ABG), in the Wyoming Air National Guard's 153d Airlift Wing. The purpose of this position is to serve as a technical advisor to local information technology (IT) and communications users in policy and plans related to IT and communications systems. This involves planning, development, management, and enforcement of approved ANG and local information technology (IT) and communications architecture. Serves as the lead manager of IT and communications projects, acquisition and control of equipment and services at the 153d Airlift Wing, tenants and geographically separate units if assigned. Sixty percent of the work performed involves Information Technology issues and systems with the remaining forty percent involving telecommunications specific issues and systems. ** This is NOT an all-inclusive list of duties. * Requirements Conditions of Employment KEY REQUIREMENTS: Open to current or prior service active duty, reserve or Nat'l Guard members of one of the branches of the US Air Force, Army, Navy, or Marines. Area 2: Permanent and indefinite T32 Dual Status technicians employed with the WY ANG. Area 4: Current military members of the WY NG. Area 6: Current and prior military service members separated from any branch of the military to include US Air Force, US Army, US Navy, US Marine Corps, US Coast Guard, Reserves, and Nat'l Guard components. DESCRIPTION OF WORK: Work in this series includes managing, supervising, leading, administering, developing, delivering, and supporting information technology (IT) systems and services. This series covers only those positions for which the paramount requirement is knowledge of IT principles, concepts, and methods, e.g., data storage, software applications, networking. MINIMUM REQUIREMENTS: Must possess experience, education, and/or training that has provided a basic knowledge of data processing functions and general management principles that enabled you to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. GS-9 SPECIALIZED EXPERIENCE: Must possess at least one year of experience, education, or training equivalent to GS-7 receiving, maintaining, and issuing data storage media for computer operations. Experience in scheduling the use of computer time for program processing. Experience collecting and sequentially staging input media with associated program instructions for processing. Experience in at least one programming language. Experience interviewing subject-matter personnel to get facts regarding work processes and synthesizing the resulting data into charts showing information flow. Experience in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency. GS-11 SPECIALIZED EXPERIENCE: Must possess at least one year of experience, education, or training or equivalent to a GS-9 that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience requires the adaptation of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. CYBERSPACE WORKFORCE Reference: (a) DoD 8140 Cyber Enabler Memo and (b) DoDM 8140.03, Cyberspace Workforce Qualification and Management Program. The Cyber Enabler memorandum stipulates foundational qualification options for DoD civilians and military service members encumbering positions with work role codes (i.e., primary or additional) in the DoD Cyber Workforce Framework (DCWF) Cyber Enabler workforce element. The following interim options apply to the Cyber Enabler workforce: - Attain a Bachelor of Science (BS) in information technology, cybersecurity, data science, information systems or computer science degree from a Center of Academic Excellence designated institution or accredited by the Accreditation Board for Engineering and Technology, Inc. within the past 5 years, unless continuous work in the relevant cyber discipline can be demonstrated. - Complete the Cyber 101 (CY101) training course, which can be found on the DoD Cyber Crime Center, https://www.dc3.mil/. DoD civilians and military service members that currently hold a non-cyber related functional community qualification must complete the CY101 training course. - Complete a cyber-related certification found in the DoD 8140 qualification repository and maintain that certification according to its requirements. Per DoDM 8140.03, Cyberspace Workforce Qualification and Management Program. DoD civilian employees and Service members: (1) May temporarily perform cyberspace workforce position duties while obtaining qualification requirements under the direct observation/supervision of an appropriately qualified individual, unless the qualification requirement is waived by an OSD or DoD Component head or a delegated authority due to severe operational or personnel constraints. If such observation is not feasible, and the qualification requirement is not waived due to severe operational or personnel constraints, then the individual must be reassigned to other duties consistent with applicable law. (2) Are considered qualified after achieving both the foundational and resident qualification requirements. DoD civilian employees and Service members must achieve: (a) The foundational qualification requirements (i.e., education, training, personnel certification, or experience qualification alternative) within 9 months of assignment to a cyberspace work role in accordance with DoDI 8140.02. (b) The resident qualification requirements (i.e., on-the-job qualification and discretionary component specific requirements) within 12 months of assignment to a cyberspace work role in accordance with DoDI 8140.02. (3) Who are assigned to a cyberspace work role must be removed from duties associated with the work role if: (a) They fail to achieve qualification for that cyberspace work role within stated timelines. (b) The qualification requirements are not waived by the OSD or DoD Component head or a delegated authority. MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement. COMPATIBLE MILITARY ASSIGNMENTS: Must possess or be eligible to retrain into AFSC 1D7X1, Cyber Defense Operations. ** Preference will be given to candidates in current possession of AFSC 1D7X1. Enlisted 1D7X1 ASVAB Requirements: Must possess a minimum score of "45" on the Mechanical AND a minimum score of "60" on the Electrical portions of the ASVAB. GS-09 Education Substitution: Possess a Master's or equivalent degree; OR 2 full years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in a field as indicated above. GS-11 Education Substitution: Possess a Ph.D., or equivalent doctoral degree; OR 3 full years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in a field as indicated above.
