This position is located in the Applications and Data Management Section. This job title has an assigned pay grade of TS-317. Req. 210598 The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following: + Overseeing the state’s capital construction program + Working to provide state and federal grants for community development + Development of the state budget + Providing technology services + Giving agencies guidance in the state purchasing and contracting process as they seek goods and services + Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes Minimum Qualifications Seven years of experience in information technology or administrative services; OR Six years of full-time work experience in any field plus five years of experience in information technology or administrative services; OR An associate’s degree in information technology plus five years of experience in information technology or administrative services; OR A bachelor’s degree plus five years of experience in information technology or administrative services; OR A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology or administrative services; OR A master’s degree plus four years of experience in information technology or administrative services. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. NOTE: A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles. Job Duties and Other Information Job Duties: -The incumbent is responsible for the management and support of OTS Public Safety Cluster systems, interfaces, and data. The incumbent will report directly to the OTS Public Safety Cluster IT Statewide Director 3. The incumbent will have the following responsibilities: -Manages and supervises all aspects of system development and data management activities. Ensures employees perform their job duties in the most efficient manner possible. Ensures staff develops applications according to defined standards and security policies. Ensures applications developed meet audit requirements. Ensures program source code is properly versioned and saved. Ensures data is properly stored and recoverable. Implements and monitors quality assurance procedures. Ensures staff work closely with Data Center Operations (DCO) personnel to implement production changes according to defined standards. Identifies and implements work assignments based on meeting outcomes. -Designs technical solutions to meet highly complex IT demands. Estimates project complexity and resource requirements. Compiles project timelines with justification of staffing requirements and dates of completion. Reviews staff project time estimates, the progression of work, and project risk. Identifies and implements strategies for staff adaptation to changing priorities. Schedules, conducts, and attends meetings with users and stakeholders. Prepares short and long range project plans. Prepares and conducts technical presentations to Executive Staff. -Assists in procurement request for hardware, software, and professional services as needed. Coordinates budget requests with the users, Project Management Office and State Purchasing. Ensures vendors meet or exceed contract requirements and obligations. Conducts the annual renewal of software, licensing, and services. Handles other related budgetary items as needed. -Ensures staff adheres to all Policy and Procedures. Ensures staff is properly scheduled for on-call supports. Performs administrative duties including payroll, staffing plans, succession planning, and performance evaluations. Ensures the IT Statewide Director 3 and Executive Staff is notified of any issues that affect customer services. Monitors and adjust staff assignments to align with OTS plans. -Performs all other tasks, special projects, analysis, studies, and plans as directed.
