The Iowa Judicial Branch has an immediate opening for an IT Manager over Software Development & Quality Assurance to join our team. The Software Development & Quality Assurance Manager will lead the design, development, and implementation of enterprise software systems. This role ensures technical excellence, operational efficiency, and compliance with accessibility and legal standards. This role will oversee the full software development lifecycle for internal and external modules; collaborate with stakeholders to align software capabilities with organizational goals; lead vendor selection and evaluation processes for software solutions; supervise developers and technical staff, assigning tasks and tracking progress; maintain documentation and audit trails for all development activities; ensure compatibility with existing systems; develop modules that support judicial branch operations; implement responsive design for browser compatibility and mobile access; ensure ADA compliance for all user-facing components; assist in the development and implementation of short- and long-term strategic plans; define business and system requirements for new technology implementations; develop and document policies and procedures for software development; establish and enforce rigorous quality assurance standards across all software products and releases; lead the exploration and adoption of cutting edge tools, frameworks, and methodologies to improve team performance and product quality. The pay range for this position is $76,980.80 to $122,990.40. Adjustments may be made if the successful applicant has relevant experience above minimum qualifications. This is a non-merit position. Minimum Qualification Requirements + Associate’s degree in information technology, computer science, or a closely related field + Professional certification in an industry-recognized Information Technology field + Five (5) years of experience in computer science, or closely related field. Experience may be substituted with related education on the basis that successful completion of thirty (30) semester hours or academic equivalent equals one year of experience.
