IT Director **Dubuque County** 1 Positions ID: 77581 Posted On 08/11/2025 **Job Overview** **Description** Provides vision, strategy and direction for the effective operation of the County’s Information Technology Department to ensure solutions are aligned with County objectives and are focused to help in the delivery of departmental and public services. It is essential that the incumbent have an appreciation for the value of IT as a business partner and work collaboratively with elected officials and department administrators in achieving their objectives through proactive customer service and cost-effective application of technology-based solutions. This position reports directly to the Dubuque County Board of Supervisors. The IT Director is responsible for the department’s annual budget, supervision of assigned staff, and providing status reports to the County Supervisors as requested. Additionally, the IT Director is a resource available for EMA and the Sheriff’s Office. The IT Director will perform the expected functions of CIO, CTO and CISO. **Job Duties** **_The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully to be qualified for the position. Other duties may be required and assigned._** Strategic Planning and Leadership + Leads strategic technological planning to achieve business goals by prioritizing technology initiatives and coordinating the evaluation, deployment and management of current and future technologies. + Acts as primary liaison for the County’s technology vision, strategy and direction via regular written and/or in-person communication with elected officials, department heads and end-users. + Provide leadership and direction for the IT department, fostering innovation and efficiencies. + Work with elected officials and department heads to assess, set requirements, and test new solutions that may include hardware, software and new technologies before introducing into the County environment. + Stay current with new technologies and policy by attending conferences, building peer-to-peer relationships and identify leadership trainings for personal growth. Management + Oversee the management of IT infrastructure including acquiring, implementing, and operating current and possible new network systems, equipment, software and other technologies. + Oversee the network, telephone and cyber security including policy and direction of the County’s technical infrastructure. + Maintains and updates internal documentation (IT Handbook) to define internal policies and procedures to supplement and align with the county employee handbook. + Approves, prioritizes and controls projects and the project portfolio, as they relate to the selection, acquisition, development and installation of major application system solutions + Develops, tracks and controls the technical services annual operating and capital budgets for technology purchasing, staffing and operations + Develops and presents to the County Supervisors the proposed operating and capital budgets and monitors expenditures + Recruiting, Team Development and Team Leadership + Build, develop, and lead a high-performing IT team, including hiring, training, mentoring and evaluating staff. + Foster a culture of continuous improvement, innovation, and customer service within the IT department + Promote collaboration and effective communication within the IT team and across departments Vendor and Stakeholder Management + Manage relationships with external IT vendors, service providers and the public, negotiating contracts and ensuring Service Level Agreements (SLA) are met. + Collaborate with the County to ensure IT initiatives are aligned and prioritized that may include cost/benefit analyses for technology spending and application acquisition and/or development initiatives + Responsible for technology procurement for the County + Acts as a lead in cyber awareness and Cyber Incident Response Plans + As requested, works closely with the Emergency Management Agency, Police and Sheriff Departments, State of Iowa Agencies, Federal Agencies and other affiliates. + Collaborates with appropriate departments to develop and maintain a multi-year technology strategic plan at the Departmental level and County Level. + Ensures continuous delivery of technical services through over-sight of service level agreements with end-users and monitoring of systems, programs and equipment performance Risk Management and Compliance + Develop and implement strategies to mitigate IT risks, including data breaches, cyber threats and system failures + Assesses and communicates risks associated with technology and global events + Ensure the organization’s IT systems comply with relevant regulations and standards + Directs development and execution of an enterprise-wide disaster recovery and business continuity plan + As requested, assist in technical oversight of County 911 systems, connectivity, strategy and technology vision. Other Duties And Responsibilities + The incumbent may be required to attend evening meetings and respond to emergency calls during off-duty hours. **Minimum Qualifications** Education and/or Experience Requirements: + Bachelor’s degree in Computer Science, Mathematics, Communication Technology, Electronics, Data Processing or related field, preferred and Six (8) years of technical experience performing the above identified and related duties, and Ten (10) years of management or supervisory experience leading technical teams. + Master’s degree in management, Technology, Business, preferred. Licenses, Certifications, and Other Requirements: + Public Sector or public administration experience preferred. + Must possess a valid Driver’s License. **Supplemental Information** Minimum Knowledge, Skills, and Abilities Qualifications **_In order to perform the functions and responsibilities of the position (listed above) the following knowledge, skills, and abilities are essential._** Knowledge of: + Design and operation of computer information systems, systems analysis and development; Principles of effective supervision and budgeting practices and principles. + Experience in strategic technology planning, execution and policy development. + Excellent knowledge of technology environments, including telecommunications, networks, programming, media, datacenter principles and systems. + Solid understanding of computer systems’ characteristics, features and integration capabilities. + Technical experience with systems networking, databases, web development and user support. + In-depth knowledge of applicable laws and regulations related to technology issues. Skilled in: + Group collaboration, planning, application services, organization assessment and development + Understanding of the organization’s goals and objectives.
