Summary This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA PRODUCT DEVELOP & MGMT OFFICE. Responsibilities Serves as a senior technical authority and lead specialist with responsibility to ensure effective, economical, and advanced technical management of enterprise cloud computing requirements. Ensures compliance with all statutes, regulations, national and DOD policies and standards and promotes interoperability, integration, systems compatibility and connectivity. Provides expert professional, technical advice, guidance, and assistance to a wide range of personnel, organizations, and components engaged in cloud adoption security plans, programs, designs, developments, acquisitions, and procedures. Engages with stakeholders to understand mission needs and support or guide successful use of resources and services. Encounters frequent issues associated with conflicting requirements, poorly defined problems. Requirements Conditions of Employment Qualifications In order to qualify for this position, you must meet the requirements described below. Basic Requirements: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Qualifying Experience: To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience providing technical advice and guidance to senior management officials for the analysis, design, development, deployment, configuration, and evaluation of secure cloud architectures at all classification levels and developing new methods, procedures, techniques, and approaches to ensure consideration of security criteria, guidance, and methodology are applied to cloud capabilities. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement. Education There is no substitution of education for the qualifying experience at the GG-15 grade level. Additional Information This is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment under 10 U.S.C. 1599f. Telework availability will be based upon the mission requirements and supervisory determination. Subject to pre-employment and random drug testing. A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service. This position is subject to completion of 1 year probationary period for assignment to a supervisory position. Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement. We may use this announcement to fill additional vacancies within 90 days of the closing date. Moving costs MAY be paid. Occasional TDY is required. In accordance with DoD 8140 policy series, the position is subjected to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements in 12 months and any future Cybersecurity Workforce qualification/credentialing requirements as defined by the DoD 8140 policy series for the position's required CYBER Work Role(s).
