Additionally, when duties and responsibilities of this job change, this job description will be reviewed and updated, subject to changes and business necessity. **Custom Job Purpose:** This position exists to perform responsible technical work in installing designing, programming, and maintaining databases. Responsible for the creation, maintenance and availability of databases, data files or manual data storage systems. Responsible for guiding some IST employees in the use of database software and linkage to application programs. **Essential Functions of this Job** Makes recommendations to software developers on the best means for storing, distributing, and accessing program area data at all levels of the agency. Develops, maintains and implements policies and procedures to ensure the integrity and security of the district's databases. Coordinates with Network and Security Administrators to ensure the security needs of the system are met. Implements the database security rules and procedures necessary to control read, update, and delete access to the data by end-users and software developers. Develops and implements policies and standards for database design and access. Monitors database performance, analyzes and implements design changes to enhance performance, and coordinates this with systems staff when necessary. Implements procedures and processes for the physical dissemination of data and information. Implements procedures and means for the archiving of data. Provides technical leadership in the selection, implementation, and operation of database management software, within district guidelines and in coordination with software developers. Identifies and documents standards for use and operation of database software. Analyzes production or testing problems to determine whether they are caused by database software malfunctions and, in coordination with systems staff, makes corrections where required. Fulfills administrative reporting requirements. Plans, implements, tests, and documents disaster recovery of database systems and related services. **Non-Essential Functions of this Job** Performs other duties as assigned. **Knowledge, Skills and Abilities:** Considerable knowledge of file structures and design, database design and management, data communications design concepts, communications system programming, communications access methods, line control techniques, time sharing concepts and techniques, advanced coding techniques, operating system programming, and current hardware systems architecture. Must possess strong communication skills, both in oral and written communications. Bilingual/biliterate preferred. **Education, Experience and/or Certification/License Requirements** Graduation from an accredited college with a Bachelor's degree preferably in mathematics or computer sciences or equivalent training in all aspects of data processing such as data base, and communications design, programming, and management. Training in systems analysis concepts desirable. A minimum of four years Information Technology experience including two years in programming preferred. Experience with Microsoft SQL Server and SAP a plus. **Work Context:** Requires sitting and some standing, walking and moving about to coordinate work. Requires face-to-face discussions and contact with individuals and/or teams. Requires the use of alternative communication systems, such as electronic mail, telephones and computers. Requires coordination of work tasks to establish priorities, set goals and meet deadlines. Requires work with both internal and external contacts, and with the public. **Physical Environment:** Requires working indoors in environmentally controlled conditions.
