Leidos National Security Sector (NSS) is seeking a highly experienced and skilled mission-driven Irregular Warfare Planner to support APOLLO/OPIAS. The Irregular Warfare (IW) Planner supports strategic and operational-level planning, integration, and assessment of OIE and IW activities across all phases of competition and conflict. This role provides subject matter expertise in unconventional warfare, counterinsurgency, influence operations, and multi-domain effects integration. The planner works closely with interagency, multinational, and Joint partners to design campaigns that disrupt or degrade adversary influence and support partner resistance and resilience. This position is on a future contract pending award announcement.

Key Responsibilities:

Develop and synchronize irregular warfare/ OIE campaign plans in alignment with U.S. and allied strategic objectives.Integrate Information Forces and Activities such as MISO, MILDEC, OPSEC, cyber, civil affairs, and EW into operational planning efforts.Advise commanders and planning teams on the employment of irregular forces, surrogate actors, and influence methods in complex operational environments.Conduct assessments of adversary networks, irregular strategies, and vulnerabilities across diplomatic, informational, military, and economic (DIME) dimensions.Participate in Joint Planning Groups (JPGs), Operational Planning Teams (OPTs), and targeting boards to ensure IW/OIE considerations are integrated into broader campaign design.Coordinate with interagency and multinational partners to ensure unity of effort across irregular and influence operations.Support the development of CONOPs, Annexes, and Fragmentary Orders (FRAGOs) addressing irregular warfare /OIE tasks.Contribute to Measures of Effectiveness (MOE) and Measures of Performance (MOP) assessments to evaluate the impact of IW activities.

Basic Qualifications:

Bachelor’s degree in Military Studies, National Security, Political Science, or a related field10+ years of experience supporting irregular warfare, special operations, or operational planning effortsPrior experience supporting J5, J3, J39, or SOF planning elements at the GCC or TSOC levelDemonstrated ability to coordinate across DoD, interagency, and coalition stakeholders in a planning capacityDeep understanding of Joint Publication 3-05 (Special Operations), JP 5-0 (Joint Planning), and irregular warfare doctrineFamiliarity with influence operations, proxy warfare, resistance movements, and competition below the level of armed conflictActive TS/SCI security clearance

Preferred Qualifications:

Master's degree in Strategic Studies, Irregular Warfare, International Security, or related disciplinesCompletion of Joint Planner or SAMS-equivalent courses (e.g., JPME II, Joint Advanced Warfighting School)Experience supporting USSOCOM, JSOC, or Theater Special Operations Commands (TSOCs)Knowledge of insurgency doctrine, resistance support, gray zone strategies, and unconventional warfare (UW)

Pay Range:Pay Range $89,700.00 - $162,150.00
