Duties & Responsibilities:
Ensure the In-Place Monitoring System (IPMS) console is staffed as well as resolution of all signals and anomalies that meet the established threat threshold within timeframes established by the customer’s TSCM Program Manager. Resolved signals are to be detailed in monthly and quarterly reporting.Ensure reporting of IPMS console health status when operational capability is diminished.Will ensure all required IPMS and Signal of Interest reports are complete with minimal errors and that all processes, activities, and report are conducted within established time frames. Additionally, ensure IPMS related activities support the customer’s TSCM program, TSSC modernization goals, and Office of Counterintelligence Technical CI Division.Maintain familiarization with all governing national and agency level policies, ensuring compliance with all facets of reporting and training requirements as well as all other regulatory guidelines.Familiarity with current TSCM and CI policyOperate, maintain, and troubleshoot the garrison IPMS, resolve and coordinate IPMS anomalies with TSCM personnelResearch and investigate new or improved industry practices and tradecraft for application to the agency IPMS programs/operationsPerform daily tactical analysis according to procedure guide and established timeframesPerform strategic analysis according to procedure guide and within established timeframesPerform daily, monthly and annual operations and maintenance tasks according to established policies and timeframesIdentify and troubleshoot system malfunctions and report findings/status to customerPerform Radio Frequency signal of interest related searchesAssess and locate signals of interested discovered during surveys, system notification and IPMS operationsConduct TSCM operations consistent with National and DoD policies governing the employment of TSCM tactics, techniques, and proceduresEnsure customer compliance with ICD 705, Physical Security Standards for SCIFs, and DoD standards for collateral areasIdentify physical and acoustical security deficiencies and develop corrective actions to mitigate the identified deficienciesAnalyze complex physical and technical security issues and provide cost-effective recommendations that meet policy requirementsProvide recommendations and guidance for customer facilities under constructionAssist with maintenance and day-to-day monitoring of IPMS program in order to maintain mission functionality and authorization to operate in the enterprise environmentAssist in determining best practices related to IPMS and wireless effortsConduct IPMS operations consistent with National and DoD policies governing the employment of TSCM tactics, techniques, and proceduresEnsure all personnel assigned to the IPMS mission are trained in accordance with National standards for the conduct of TSCM operations and are qualified to operate the in-garrison IPMS as well as understand and comply with IPMS regulationsSkills and Experience:
Required:
5+ years of related experienceExperience writing and editing of technical documentsExperience with RF theory and direction findingPossess Interagency Training Center (ITC) TSCM CertificationComplete at least 40 hours of discipline-specific development or refresher training every fiscal year. The training delivery may include classroom, on-line, or commercially-available training, or exercise. The customer will sponsor Government-offered, discipline-specific development or refresher training IAW National and DoD standards.Meet minimum training requirements, within one calendar year of assignment, for access to DoD networks in accordance with DoDM 8140.03, by attaining and maintaining at least baseline certification for DoDM 8140.03 Information Assurance Technician Level II complianceDesired:
Possess a Bachelor’s degree in Computer Science, Engineering or a related technical disciplineBe a credentialed graduate of an accredited federal or DoD CI training academy (ex. FBI Academy, etc.)Location: Customer Site
Clearance: Active TS/SCI with ability to obtain CI Poly
