Human Resource Contact: Jen Shirley /307-777-6835 /jennifer.shirley1@wyo.gov ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level. + Prepare, review, and negotiate complex contracts, subdocuments, and side letters with investment managers and other investment service providers. + Oversee competitive negotiations, contract work, and contract resolution. + Responsible for contract amendments and contract issues, as well as reviewing service agreements. + Prepare RFPs; review and prepare legal documents submitted with responses to RFPs. + Provide legal advice and representation to the State Treasurer, Deputy State Treasurer, division administrators, and staff related to constitutional, statutory, and regulatory responsibilities of the Office, with a focus on the State's investment responsibilities. This includes conducting legal research, analysis, and reporting findings; providing advice on various investment and legal compliance issues; and working with other state agencies, legal counsel, and the Attorney General's (AG's) Office to carry out such responsibilities. + Research and complete required documentation for foreign market openings and tax relief at source and reclaim withholdings for investment activities. + Work directly with and advise the State Treasurer, Deputy State Treasurer, and Chief Investment Officer on state investment requirements; review and revise the State's master investment policy as recommended; work with the Investment Funds Committee and external investment consultants to the benefit of the Office. + Prepare materials for and attend legislative committee meetings, board meetings, investment working group meetings, and various other meetings representing the State Treasurer on investment matters affecting the Office. + Assist other in-house legal counsel as needed; primarily focused on investment-related matters, including investment-related public record requests and investment-related litigation. Qualifications PREFERENCES/**AGENCY REQUIREMENTS: Preference will be given to those with investment, financial, and/or contract experience **Juris Doctor. **Requires membership in the State Bar as an Attorney qualified to practice law in Wyoming.
