Summary This position serves as a Property Manager in the Material Management Division of the Logistics Service at San Francisco, California Veteran Affairs Health Care System (VA HCS} and supported catchment area, with responsibility for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned areas. Responsibilities This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-9. At the GS-7 grade level, entry on duty. You will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Major Duties: Conducts short, mid and long-term advanced planning for new and replacement NX assets, utilizing enterprise-wide computerized planning tools. Analyzes data to include projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions. Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase high-tech, high-cost medical devices, surgical equipment devices and major classes of materials, displaying familiarity with contracting laws and regulations with industry practices. Conducts data/information analysis for acquisition planning associated with materials and/or capital equipment and assists customers in the creation of Performance Work Statements for equipment procurement. Researches alternative sources for equipment procurement and determines the best purchasing and payment method to utilize, i.e. purchase card order, contract document, etc. Conducts market research on product pricing and performance and identifies equipment items that offer the greatest potential for standardization. Corresponds with procurement officials, vendors, project engineers and other stakeholders to resolve issues, such as inspections, installation, training and deployment of equipment. Coordinates final disposition of NX assets, including the reutilization program; organizes requirements of hazardous materials disposal, IT sanitization control; and appropriate shipment and transfer method. Implements Federal and Agency programs to promote maximum utilization of excess generated within the VA and to enable the economical acquisition of other Federal Agencies' excess property. Manages and controls NX assets for a VA HCS and supported catchment area and recognized as an authority on NX asset management and serves as a subject matter expert to all services and service lines. Performs all duties as assigned. Graduate Education: Possess at least one full year of graduate level study, or possess a master's or higher degree etc. in a field that provided the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED) OR For GS-7 grade level. Specialized Experience: Possess at least one year of work experience in a wide range of complex, standard, and/or non-standard inventory management, planning and lifecycle principles, concepts, methodologies, and analysis to provide services or resolve problems associated with non-expendable (NX) systems and processes. OR For GS-7 grade level. Combining Education and Experience: Possess a combination of successfully completed graduate education and experience to meet total qualification requirements for the grade level. To be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Physical Requirements: Involves a mix of working in an office environment to working in a warehouse to assist in processing new equipment receipts and entering into the Equipment Inventory List (Ell). A great amount of time walking and climbing stairs is required to conduct on-site inventories of Ell equipment. Lifting of up to 40 pounds is required when receiving new equipment at the facility and preparing for the sale of excess property. Work conditions are often indoors, but could occasionally be dirty, hot, humid or unusually cold when involved in property inventories, disposal of equipment, transferring of equipment between serviced locations and recycling centers.
