Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are employed. In addition to their civilian assignments, they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointee's civilian assignments will consist of the following duties. Responsibilities The primary purpose of this position is to serve as an Air Reserve Technician (ART) to accomplish Senior Intelligence Officer functions in support of programs essential to AFRC daily operations, training, & readiness missions. Work performed includes providing planning, direction, organizing and control over activities and personnel assigned to the Intelligence, Surveillance and Reconnaissance section within Det 1, 926 OG. Also, trains reservists. DUTY 1: Directs the operational activities of the Det 1, 926 OG intelligence section. Develops goals and objectives that integrate Intelligence, Surveillance, and Reconnaissance (ISR) objectives. DUTY 2: Organizes, plans, and oversees the activities of the intelligence section. Maintains oversight and authority for tasking of Air Force Reserve forces conducting / supporting multi-disciplined ISR operations in support of U. S. Air Force, DoD, and National level Agencies in the areas of formal training, theater and area of operations exercise scenario development and mentorship and positional training for ISR operational planners at the Air Force Forces (AFFOR) Staff and Air and Space Operations Centers (AOC) worldwide. DUTY 3: Plans, directs, coordinates, reviews and evaluates non-kinetic operations annual service level and DoD/JCS level exercises and events supporting JFACC and AOC training. Manages, oversees, and integrates intelligence functions to provide non-kinetic and situational awareness necessary to successfully plan and conduct exercise operations and training in support of the commanders and other customers within the assigned areas of responsibility. DUTY 4: Manages training and readiness for the ISR section. Develops career field training goals and objectives in accordance with HAFs AFRCs ACCs DoDs and Director of National Intelligence guidelines. DUTY 5: Represents Det 1, 926 OG with a variety of installation and functional area organizations. Represents the unit regarding intelligence program policies, procedures, and issues. Requirements Conditions of Employment Qualifications THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION This is an Air Reserve Technician (ART) Officer position located at 926 OPERATIONS GP with the military rank of Major (O-4), AFSC:014N3. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Applicant must possess quality level experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include knowledge (as would be acquired through a pertinent baccalaureate educational program or equivalent in work experience) of the principles, concepts, and methodology of the intelligence career field such that it permits independent performance of recurring assignments that are somewhat complex; a practical knowledge of a wide range of analytical principles, concepts, and practices relevant to the intelligence career field either gained relevant graduate study and/or equivalent work experience; knowledge of military structure, political affairs and history regarding assigned area when analyzing intelligence data. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of Air and Space Operations Center (AOC) operational and intelligence practices/ procedures. Specific AOC intelligence methodologies, techniques and strategies include but are not limited to the Air Tasking Cycle, the Joint Air Operations Plan (JAOP), development and refinement of the Air Operations Directive (AOD), proper execution of the Air Tasking Order (ATO), production of the Joint Integrated Prioritized Collection List (JIPCL)/the Joint Integrated Prioritized Target List (JIPTL), knowledge of the Airspace Control Order (ACO), adherence to any Special Instructions (SPINS), understanding of the Area Air Defense Plan (AADP) and the Airspace Control Plan (ACP). Basic knowledge of force protection; classified materials handling; Intelligence Preparation of the Battlespace (IPB) and Predictive Battlespace Awareness (PBA) analysis; mobility/deployment preparations, requirements and materials such as Combat Mission folders; Intelligence Community (IC), Air Force intelligence, AFRC intelligence, surveillance, reconnaissance ( ISR) computer systems/software; command, control and communications protection; intelligence data collection, validation and production procedures; and project management techniques. 2. Broad knowledge of military structure, political affairs and history regarding assigned area of responsibility when analyzing intelligence data. Extensive knowledge of regional affairs issues, political/military situation, religious functions, monetary conditions, trade routes and natural resource concerns. Knowledge of and the ability to develop and maintain intelligence career field training programs for the intelligence division within the Air and Space Operations Center. Specific training includes: Analysis, Correlation, and Fusion; Targets/Tactical Assessment; Intelligence, Surveillance and Reconnaissance (ISR) Operations; Processing, Exploitation and Dissemination (PED) Management; Strategy, Combat Plans and Combat Operations Liaison programs. Provide assistance in improving, editing, and authoring training material required to support the AOC Weapons System Initial Qualification Training (IQT) and Mission Qualification Training (MQT). Review current and future training and exercise plans, relevant Air Force Instructions (AFIs), and joint publications with the purpose of making recommendations on improving them as well as incorporating them into unit training programs. Provide trainer/instructor support for the In-Unit Initial Qualification Training (IUIQT) and MQT programs at multiple AOCs. The training classes are designed to support AOC personnel achieving Combat Mission Ready (CMR) certification. Training includes Active Duty, permanently assigned civilian personnel, National Guard and Reserve personnel supporting the AOC Weapon System, and military, civilian or contract personnel deploying for operational assignment to an AOC. 3. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of real or potential security threats to or problems for program operations. Understands the production of the Reconnaissance, Surveillance, and Target Acquisition (RSTA) Annex to the Air Tasking Order (ATO), the ISR Sync Matrix that matches intelligence aircraft against commanders requirements, knows how to create Intelligence Preparation of the Operational Environment (IPOE) Products, develops the Air Component Target Nomination List (TNL), compiles Graphic Intelligence Summaries (GRINTSUMs) and evaluates Battle Damage and ISR Assessments. Provides system performance assessments in support of positional verification and validation processes for advancing the AOC weapons systems and future upgrades. Provides feedback on AOC processes and functions in the operations, plans, strategy, and ISR divisions when requested by internal AOC leadership and external leaders. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position requires access to firearms. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Education CONTINUATION OF KNOWLEDGE, SKILLS AND ABILITIES (KSAs) NOT RELATED TO EDUCATION: 4. Ability to plan detailed and complex studies, anticipate and solve problems, and to collect, organize, and interrelate large amounts of diversely formatted data drawn from a wide variety of sources. The Mission Planning Cell creates a number of detailed mission products with a variety of operational and intelligence information to execute combat missions in support of the Joint Forces Air Component Commander (JFACC) initiatives. 5. Assigned Air and Space Operations Center (AOC) weapons system personnel, along with training and support staff must have the ability to establish and maintain positive relationships with individuals and groups within the Intelligence, Surveillance and Reconnaissance division (ISRD), the Strategy Division (SRD), Combat Plans Division (CPD), Combat Operations Division (COD), Air Mobility Division (AMD) as well as joint members supporting the AOC. Works in coordination with the 505th Training Sq, the 705th Training Sq, the 505th Combat Training Sq, and the 505th Communications Sq, to assess training program requirements for positions within the Combat Operations, Combat Plans, Strategy, and Intelligence, Surveillance, Reconnaissance (ISR) divisions in support of operations and exercises at multiple AOCs. 6. Ability to critically evaluate credible sources of information and confirm that facts are true, accurate, reputable and valid. Must have excellent time-management, work prioritization skills in order to properly vet information sources for accuracy and scientific data to highlight key information disseminated to commanders. Ability to communicate effectively, both orally and in writing, under both normal and high stress conditions associated with dynamic and emergency situations. Provide support to Flag Level AOC directed exercises. This support includes the following responsibilities AOC refresher training, subject matter expertise to AOC specific c Tactics, Techniques, and Procedures (TTPs), assistance with scenario development, and provide feedback to seat position performance during the exercises. Must be a clear, concise and effective briefer to Flag and field grade joint leaders. Additional Information Salary ranges includes local market supplements. Air Reserve Technicians are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, Air Reserve Technicians are required to maintain their active membership in the Air Force Reserve unit where assigned. As members of Reserve units, Air Reserve Technicians receive on average one weekend of military training per month. In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay.
