1. Oversees all tactical and strategic intelligence production efforts from topic selection, research, high level peer reviews, to publication; ensures relevance and value for respective stakeholders and full compliance with intelligence standards, requirements, and style guide procedures.
2. Provides oversight of and participates in the Intelligence Division’s Priorities Framework in coordination with multiple internal and external stakeholders to provide timely, accurate, and concise reporting to leaders in a manner that protects sensitive information, sources, and methods.
3. Oversees all-source, integrated intelligence analysis on complex tribal, public safety, and national security threats. Supervises the development of high-impact intelligence products, ensuring analytical rigor and relevance across multiple intelligence disciplines.
4. Serves as a liaison with internal and external partners, overseeing the application of advanced analytical tradecraft to collect, evaluate, and synthesize intelligence from various sources. Ensures alignment with the Division’s intelligence priorities, addresses relevant gaps, and identifies emerging threats and trends to inform decision-making.
5. Serves on law enforcement/private sector committees and/or working groups focused on terrorism, physical security, asset protection, and workplace violence prevention to stay updated on current trends that may adversely affect the Enterprise.
6. Develops and maintains commercial and public data resources, as well as platform tools, to enable advanced research, intelligence collection, and analytical capabilities.
7. Performs other duties as assigned to support the efficient operation of the department.
Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.
Education, Experience And QualificationsBachelor’s degree in criminal justice, homeland security, statistical analysis, Geographic Information System (GIS), public administration, communications, English, crime, intelligence analysis, or a closely related field required.
Minimum of four (4) years of recent experience in a public, tribal, or private sector security related position inclusive of leading collection management and/or intelligence programs specific to gathering, evaluating, and interpreting data from various sources to support decision makers required.
Minimum two (2) years team-lead experience in an applicable environment to include peer reviewing strategic analytical products and leading collection and/or intelligence programs is preferred.
Related, relevant, and/or direct experience may be considered in lieu of the minimum educational requirements indicated above.

Advanced knowledge of Microsoft Suites, specifically word, excel, PowerPoint.
Ability to research, synthesize, and analyze large amounts of data from diverse, sometimes conflicting, sources of information from international, federal, state, local, private sector, academic, professional association, and other relevant entities, and develop/supervise these skills in subordinates.
Ability to extract issues of particular relevance to the Inland Empire from national and international terrorism, transnational organized crime, and/or cyber-related events, and develop/supervise these skills in subordinates.
Excellent peer review, oral and written communication skills to understand and articulate customer/stakeholder information needs, as well as anticipate and proactively address unarticulated information needs, and to prepare and present recommendations, conclusions, and solutions regarding complex issues based on analysis and evaluation, including the preparation and presentations of reports, proposals, etc.
Must have experience in drafting policies and procedures for an organization of comparable size to the enterprise.
Knowledge of the security industry and developed relationships with a variety of professionals is highly desired; experience in corporate risk intelligence is preferred.
Maintains an on-call status when needed which may include support on holidays or weekends.
Must also maintain a strict level of confidentiality and act in a manner consistent with all legal and regulatory requirements and in compliance with relevant laws and regulations.
Licenses, Certifications And RegistrationsAt the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.
Authorized Driver: Role requires operation or driving of Tribe-owned vehicles or driving patron vehicles. A valid driver’s license with an acceptable driving record as determined by the insurance carrier is required.
