Overview
**Overview**
This role supports both the Gas and Electric Divisions in emergency planning and preparedness. Provides strategy for ensuring that emergency response plans and processes are adequately updated and instituted throughout the Rhode Island Energy organization. Assures that training and exercise material is developed and delivered to the emergency response organization. Maintains the Emergency Planning SharePoint website including versioning control of all emergency response plans to ensure that all emergency related documents are reviewed and updated in a timely manner. Performs a variety of complex tasks in support of emergency response activities before, during and after an emergency incident with minimal supervision. The incumbent works as an individual contributor with substantial latitude for unreviewed action or decisions and may lead functional teams or projects. Individuals in this position also provide technical guidance and direction to all employees in support of producing high quality, timely and cost-effective solutions to ensure emergency preparedness.
Responsibilities
**Essential Functions**
1. Facilitates with internal teams to develop, update, and maintain plans, training aids, job aids, procedures, roles and responsibilities, and other related reference documentation for the Emergency Response Organization (ERO).
2. Designs, develops and conducts a training exercise program for all hazards using HSEEP principles including discussion and operation-based exercises.
3. Evaluates and executes hotwashes, after-action meetings and improvement plans for modifications in processes, roles, systems, and tools based on findings during training exercises or real-world events.
4. Maintains the Emergency Response Organization with monthly updates or personnel and position assignments and communicates that to leadership within the organization.
5. Coordinates and communicates operational level briefings during emergency events for all levels of management and key leadership positions.
6. Supports the Manager - Emergency Planning in the performance of the position duties.
7. Facilitates Event Lessons Learned and ensures action items are assigned and monitored for completion.
8. Maintains professional knowledge of Utility Emergency Response
9. Participates with North Atlantic Mutual Assistance Group on obtaining or providing mutual assistance during a time of crisis.
10. Primarily works independently, with guidance on only the most complex tasks under extreme pressure such as an emergency event.
11. Leads key and high-profile initiatives by solving complex problems; takes a broad perspective to identify innovative solutions and makes use of knowledge of industry best practices related to emergency planning.
12. Works with Manager to vet external utility contractors who would be used during emergency response.
13. Supports coordination and implementation of the emergency response plans and activation of the emergency response organization including both internal and external resources during emergency events.
14. Monitors daily weather to identify threats to both the electric and gas divisions.
Qualifications
**Qualifications**
Intermediate Emergency Planner: Bachelor’s degree and 2 years relevant experience, or an equivalent combination of relevant education and experience on a year-for-year basis.
OR
Senior: Bachelor’s degree and 5 years relevant experience, or an equivalent combination of relevant education and experience on a year-for-year basis.
AND
+ Experience facilitating an emergency planning process
+ Writing emergency plans, policies or procedures
+ Working knowledge of MS Office applications.
+ Strong verbal and written communication skills.
+ Ability to work well with individuals on all levels of the organization.
**Preferred Qualifications:**
+ 5+ years of experience in Emergency Response / Planning activities
+ Experience in All-Hazards response including implementing the Incident Command System
+ Knowledgeable in aspects of utility storm management and project management
+ IAEM Associate Emergency Manager (AEM) certification.
+ Experience in training and exercise in an emergency response community
+ FEMA Certificates- ICS 100, ICS 200, and IS 700 NIMS
**Schedule**
Emergency response will necessitate that this role will need to work beyond regular hours, including holidays, and various hours outside of your normal work schedule.
