ICF is currently seeking an hourly Instructional Designer to develop comprehensive training materials and interactive training sessions to support the operations of Family Residential Centers and Juvenile Detention Facilities. This role is integral to ensuring that staff are well-equipped with the knowledge and skills necessary to manage and support families with the Centers. This position is part of our Juvenile and Family Management Division (JFMD) contract. At the Instructional Designer II level, there is an expectation that the individual can work independently and manage client coordination and project management as part of design activities. JFMD is a dedicated, high-level operational unit within ICE created to manage issues related to noncitizen minors, young adults, and families. JFMD supports ICE’s mission to enforce the nation’s immigration laws by developing policies, tools, training, and other materials sensitive to the various vulnerabilities and needs of this population through coordination with federal partners, while focusing on the best interests of the children, young adults, and families. Included in this role is administering an independent compliance program that inspects family residential centers and short/long stay juvenile facilities.
This role will be remote but IDs may be asked to travel on rare occasions.
Key Responsibilities
Client Coordination: Work directly with the client to develop project plans, schedules, and expectations related to training products.Curriculum Development: Design, develop, and update training curricula for various roles within the FRCs, ensuring alignment with ICE and JFMD standards and regulations.Interactive Training: Create engaging and interactive training sessions, including e-learning modules, workshops, and simulations, to enhance learning and retention.Needs Assessment: Conduct training needs assessments to identify gaps and areas for improvement within the current training programs.Content Creation: Develop training materials such as manuals, guides, videos, and other resources to support both in-person and online training.Evaluation: Implement evaluation tools and methods to assess the effectiveness of training programs and make necessary adjustments.Collaboration: Work closely with subject matter experts, trainers, and other stakeholders to ensure the training content is accurate, relevant, and up-to-date.Compliance: Ensure all training materials comply with ICE and JFMD policies, procedures, and legal requirements.Technology Integration: Utilize the latest instructional technologies and methodologies to enhance the training experience.Basic Qualifications
Master’s degree or Bachelor’s degree and six years of relevant experience.Five years of experience developing training (live and virtual) to include expertise in adult learning modalitiesPreferred Qualifications/Skills
Ability to work independently at a high level and direct manage client coordination of design activities.Knowledge of migrant/refugee issues, particularly related to migrant families and unaccompanied children.Prior work experience in a consulting environment.Professional Skills

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$60,927.00 - $103,576.00Nationwide Remote Office (US99)
