(https://dhr.colorado.gov/state-employees/state-of-colorado-employee-benefits) About this Unit: The Staff Development Division (SDD) is the training connection between the Colorado Department of Human Services (CDHS), the Colorado Department of Health Care Policy and Financing (HCPF) and the Governor’s Office of Information Technology (OIT) for the 64 county departments of Social/Human Services, as well as medical assistance, presumptive eligibility and certified application assistance sites for Health First Colorado/CHP+ Medical Assistance throughout Colorado. The SDD is tasked with identifying essential training needs and establishing, facilitating, and maintaining integrated competency-based training curricula while continually evaluating results. The SDD supports all Colorado’s Health and Economic Security staff to be informed and well-trained to do timely and error-free work through consistent, accessible, and convenient competency-based training. About this Position: This position supports and participates in the design, development, and implementation of a variety of online training courses, methods and materials for Public Assistance Programs. In collaboration with other training unit staff, this position performs duties required for development and maintenance of the Public Assistance Programs policy and Colorado Benefits Management System (CBMS) online learning courses. Position works with other training staff to maintain, coordinate and implement a comprehensive training program to address the Public Assistance Programs training needs of eligibility workers statewide. Through online learning courses developed by this position, in conjunction with other training unit staff, this position ensures that statewide eligibility site workers process applications for Public Assistance Programs accurately in CBMS and in compliance with federal and state rules, regulations, policy and guidance. Position identifies new and efficient measures to improve eligibility site workers’ performance through interactive web based training, including obtaining evaluations and feedback to influence the continuous improvement process. Materials and training developed and provided by this position are relied upon to ensure proper and accurate eligibility determinations. Inaccurate eligibility determinations can cause ineligible individuals to appear eligible, resulting in inappropriate payment of claims. This position participates in all relevant meetings that pertain to the ongoing operations of Public Assistance Program Training procedures and policies. Position communicates, coordinates and meets with individuals within the Eligibility Division, eligibility sites, and other stakeholders and is responsible to ensure training needs are met and the Public Assistance Programs’ training is comprehensive. Position creates web based training courses using Articulate Storyline 360 and other online authoring tools including Adobe Creative Suite, Camtasia, Audacity, and Final Cut Pro. Position assists in the development of high quality, comprehensive and accurate training courses and materials within management-established timelines. Through training development, this position supports program business goals, processes and increased technical versatility of training participants. Summary of Duties: Online Course Development and Maintenance: + This position develops high quality, comprehensive and accurate training courses and materials within management-established timelines. + Through training courses and material developed by this position, this position ensures that statewide eligibility site workers process applications accurately in CBMS and in compliance with federal and state rules, regulations, policy and guidance. + By ensuring accurate eligibility determinations, this position ensures cost savings for the reduction of inappropriately eligible individuals receiving services. + This position creates online courses using Articulate Storyline and Camtasia, as well as other e-learning software as appropriate. + In authoring online learning courses, this position creates and edits images such as CBMS screenshots, illustrations, and graphics used for the training theme using advanced imaging editing tools such as Adobe Photoshop and Illustrator. + This position uses online review tools to host published courses for stakeholder review and approval. + This position completes course revisions using the applicable authoring tool and software package. Visual Training Development and Maintenance: + This position designs and develops high quality, comprehensive and accurate process manuals, desk aids, and other visual presentation materials as needed, within management established timelines. + This position partners with SDD staff to ensure deliverable deadlines are met according to project plans. + This position creates and edits visual documents with Adobe Acrobat Pro, Adobe Illustrator, Adobe Photoshop, and SnagIt, as well as other authoring tools as appropriate. + This position achieves consistency in visual design by using the SDD Style Guide Analyze and Evaluate Technical Documentation: + This position reviews system documentation, policy and rules to prepare training materials with responses and solutions. + This position ensures proper policy and operations are reflected in the responses. + using existing program knowledge, rules and available resources, position determines whether CBMS system updates and policy changes require revisions to training and reference materials. + This position communicates directly with Program Area members to evaluate documentation to determine modalities for training, as needed. + This position collaborates with subject matter experts to ascertain key concepts for training. Research and Identify Training Methods, Delivery Options and Industry Standards for Adult Learning: + This position researches new developments in teaching and adult learning and applies this to all training materials created. + This position determines the appropriate training material and delivery based on the audience. + This position remains current on best practices, new software and tools available to incorporate innovative ideas and solutions into web based training curriculum. + This position researches advances in online and adult learning theory and methods and applies the information to Public Assistance Programs online learning courses.
