Job Description

This is not a remote position. Hours are 8:00 a.m. to 4:30 p.m. Monday through Friday at DPS headquarters in Des Moines.
The Iowa Department of Public Safety (DPS) is seeking a skilled individual to fill an Information Technology Specialist 4 position within the Division of Criminal Investigation.

Job Description
The Information Technology Specialist 4 (ITS4) is responsible for the comprehensive management and support of the agency’s technology initiatives and project coordination. This position plays a critical role in ensuring system reliability, maintaining data integrity, and supporting technology initiatives through the administration, support, maintenance, and long-term performance of key investigative systems, including:
+ BWC (Body Worn Camera)
+ ABIS (Automated Biometric Identification System)
+ CCH (Computerized Criminal History)
+ BIS (Biometric Identification System)
+ SING (Single Contact & License & Background Repository System)
The ITS4 will serve as the department’s primary point of contact for executive staff and investigative divisions as well as acting as a liaison between end users and other agencies. This position is responsible for overseeing daily system operations, managing database functions, supporting field deployments, coordinating both hardware and software systems. The ITS4 ensures the technology initiatives remain reliable, accurate and responsive by leading the implementation of updates, program changes, and troubleshooting efforts. The role also evaluates and implements solutions to maintain data integrity, enhances system performance, and ensures the long-term success of technology initiatives.
Key Responsibilities Include:
System Oversight and Administration
+ Administer and oversee the various investigative systems.
+ Ensure compliance with data governance standards.
+ Monitor and maintain overall system performance, functionality, and reliability.
+ Conduct regular system analyses to identify and isolate issues.
+ Diagnose and resolve technical problems to improve system accuracy and dependability.
+ Implement corrective actions and system improvements based on findings and performance feedback.
User Management
+ Add, remove, and manage user accounts.
+ Ensure appropriate access controls, permissions, and account privileges are applied.
+ Maintain up-to-date user roles, credentials, and security settings.
System configuration
+ Configure features to meet departmental needs, including custom workflows, interface layouts, and tailored reporting functions.
+ Prepare and distribute system change notifications to impacted users.
Troubleshooting
+ Serve as a primary point of contact for resolving technical inquiries.
+ Diagnose and troubleshoot issues related to hardware, software, or connectivity.
+ Provide timely resolutions to ensure minimal disruption to operations.
Data Management and Reporting
+ Manage system data, including files, libraries, templates, and records.
+ Maintain data accuracy and integrity for incident reports, officer status, and other key data sets.
+ Develop expertise in DPS business processes and apply that knowledge to improve system functionality.
+ Improve and streamline workflows to support operational efficiency.
+ Assist with audits and ensure prompt responses to data-related requests.
+ Provide regular system status reports to department leadership.
Quality Control
+ Enforce system security controls to protect data access, function, and integrity.
+ Maintain system logs and ensure accountability through procedural documentation.
+ Develop and maintain administrative policies and procedures for system use.
+ Review and clear system error reports; provide user feedback to reduce future errors.
+ Document and lead the governance board approval process by outlining proposed changes and summarizing potential impacts.
Training and Support
+ Deliver training and support to users to improve system proficiency.
+ Evaluate and respond to user-generated modification requests that improve system performance.
+ Manage training assignments and track onboarding progress for new users.
Additional Requirements
Candidates must successfully pass a comprehensive background investigation conducted by the Iowa Department of Public Safety investigators before a final letter of employment offer is delivered.

Selectives
955 Business Application Processes:
6 months experience, 12 semester hours, or a combination of both including: ? Ability to coordinate people and resources required to accomplish objectives without use of supervisory authority
+ Ability to solve program administrative and service delivery problems requiring evaluation of information from a variety of sources with few precedents
+ Knowledge of information systems, developments, and applications, including the ability to analyze and convert work processes to computer applications
+ Familiarity with connecting business requirements established by management with the services and capabilities deployed with information technology services Essential business processes that use or can use information technology applications
+ Analysis of existing business processes and creating or modifying that process in an automated structure or framework
+ Knowledge of the process of transforming business processes that have been defined into a usable application through which the end user can easily access information
AND
956 Systems Programming/Systems Management:
6 months experience, 12 semester hours, or a combination of both in generating, testing, and maintaining computer operating system software.
AND
959 Computer System Operations:
6 months experience, 12 semester hours, or a combination of both in operating a computer system hardware installation and related peripheral equipment; serves as a contact point for resolution of customer problems involved with system operation.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
**Note: To pass the initial screening, applicants must demonstrate the technical skills listed below:
Graduation from an accredited four-year college or university and experience equal to two years of full-time work: operating a multi-job computer; installing, operating and coordinating computer based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks and/or servers; managing operating systems; developing/ delivering information management training; providing Information Technology (IT) customer service; or designing/administering Internet sites;
OR
an equivalent combination of education and experience substituting the completion of an approved curriculum/specialized training program developed and implemented by or in cooperation with state government; or eighteen semester hours of accredited post high school course work in one of the specialty areas listed above; or certification by an authorized educational institution/major computer or software producer in an area directly related to one of the specialty areas listed above, for the required education;
OR
an equivalent combination of education and experience substituting one year of the required experience for thirty semester hours of the required education;
OR
employees with current continuous experience in the state executive branch that includes experience equal to six months of full-time work as an Information Technology Specialist 3.
