Yes County Albany Street Address State Campus, Bldg 8, Flr 2 City Albany State NY Zip Code 12226 Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.This position resides within the Directed Team supporting the Department of Taxation and Finance (DTF). This unit is responsible for the development and maintenance of applications that are critical for the department’s internal operations as well as interactions with the taxpayers of New York State. The candidate selected will lead a team in the support of technical projects that include the remediation of applications built on unsupported or non-strategic platforms. Filling this position ensures the continued operations of these essential functions and protects a substantial revenue stream for NYS.Under the direction of the Information Technology Specialist 4 (SG-25), this position will be responsible for the analysis, design, development, support and implementation of agency applications and systems. Specific duties include, but are not limited to:• Perform the lead role in the application design, coding, testing, and debugging activities utilizing technologies such as .NET (C# and Visual Basic.NET), O365, and Microsoft-based low-code application development tools (SharePoint, PowerApps, PowerAutomate etc.)• Conversion of the Tax Department's low-code applications currently on the Lotus Domino, SharePoint (on-premises) and other non-supported application platforms.• Manages multiple work assignments, projects, enhancement requests, and day-to-day issue/incident resolution.• Mentor new application developers in all phases of the system development life cycle.• Facilitates and participates in meetings with ITS Dedicated Team staff, users and management.• Communicate clearly, both verbally and in writing, with DTF management and users, ITS management, and team members.• Develops detailed project plans collaboratively with ITS staff and agency end users.• Provides project reporting to IT management and the Project Management Office (PMO).• Provides support, as needed, for incident & issue resolution ensuring that incidents and defects are addressed promptly based on priority.• Perform full range of supervisory responsibilities. Minimum Qualifications One year of permanent competitive services as an Information Technology Specialist 3 (Programming) OR in a position at G-21 or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades. Note: If you are on the examination eligible list for the position title in this location, you do not need to respond to this posting unless you are also eligible for appointment by one of the qualifications listed above. Candidates must be reachable on the current eligible list for this title in order to be list appointed. Additional Comments Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
