CACI has established and upcoming positions throughout the European theater supporting multiple customers for the Department of Defense. We are looking for experienced, innovative and motivated IT Specialists to support enablement CJTF HOA/AFRICOM’s mission objectives.

CACI has an excellent opportunity for an experienced, self-directed, Information Technology Project Manager  This position is in support of a Department of Defense (DoD) organization, CJTF-HOA located OCONUS in DJIBOUTI, Africa.  This position is required to travel OCONUS.  


Responsibilities:

The successful candidate must be able to communicate clearly and succinctly both written and orally, and present products and ideas in a business-like manner. The candidate will be required to work in dynamic fast paced environments that require team interaction and coordination of efforts.  The candidate must be experienced in interfacing with both client managers and system users. 

Specifically, the Information Technology Project Manager will be responsible for provide a variety of IT services including cyber security, identity and access management, risk management, cloud integration and engineering, field support services, service desk, application deployment and optimization, and operations center support services.  CACI will support CJTF HOA in both classified and unclassified IT operational environments increasing availability and security for a variety of applications and systems. The EPM will also be responsible for the maintenance of the Configuration and Release Management Process. They will provide Configuration management and Release planning for applications, servers, and desktop/laptop/tablets by adhering to the Release Management Plan. They will work in tandem with testing and deployment teams to ensure Operational Engineering to ensure coordination to achieve the overarching goal of assuring CJTF HOA/DoD satisfaction and achievement of established Service Levels.

Qualifications:

Required: 

Currently hold an adjudicated Secret Clearance and be able to maintainProfessional certification that meets or exceeds DoD 8570.01. IAM IICAMP or PMP CertificationMust be willing/able to work OCONUS for minimum of one yearProvide IT Project Management services in support of the requirements to ensure that all CCMD projects are successfully delivered through planning, monitoring and maintaining control of all aspects of a project. Support shall also assist CCMDs with anticipating and understanding potential issues and problems that may arise in the conduct of a project, and based on that knowledge, to organize, plan, and coordinate activities to complete and successfully deliver the project. Provide either full life cycle project management or limited phase project management. Coordinate with multiple and or external integrators on behalf of the Government. Establish, update, and maintain authoritative library for CCMD Projects in Government approved project capability tool. Conduct site surveys in garrison or at deployed locations to capture and validate site specific requirements and conditions to plan and design the project. Document appropriate project justification (i.e., technical studies, reviewing plans, analysis of alternatives, business case analysis, cost benefit analysis, and evaluation of related technologies) prior to project commencement.Develop a Project Charter for Government approval. Develop project documentation for Government approval IAW DoD and CCMD policies and governance boards, and standards, aligned with the PMBOK or AGILE framework. Example project documents include project plans, work breakdown structures, schedules and milestones, updates to enterprise architecture (as required), engineering designs, security assessments, System Security Plans, product specifications, engineering workforce capacity estimates, training needs and recommended solutions for both the IT service provider and end user, the approach for procurement and shipping of equipment, and a migration plan for transition to IT operations.Establish required baselines (scope, schedule, budget) and ensure any changes to the baseline go through established change management process. Create Work Breakdown Structure (WBS) and establish milestones to provide structured vision of what has to be delivered and if the project follows established baselines. Plan, recommend, and manage the procurement of equipment, software, and other project related items, as directed. Perform integration, installation, and final configuration of project components or services. Manage the testing and evaluation of project components for security, compatibility, and interoperability with the current baseline prior to integration into the C4 networks.  Implement approved migration plan to transition to IT operations.  Update project documentation. Create new documentation as required.  Implement training and knowledge transfer as part of turnover activities. Perform Acceptance Testing as identified in the Project Plan and as directed by the Government. Manage project requirements and schedules. Document changes to requirements and schedules IAW CCMD Governance.
