INDUSTRIAL PRECONSTRUCTION MANAGER

The Industrial Preconstruction Manager will lead and coordinate all preconstruction activities with a focus on engineering management for complex EPC (Engineering, Procurement, and Construction) pursuits and early-stage project development. This role bridges the gap between conceptual project planning and execution, ensuring technical feasibility, cost-effectiveness, and constructability for large-scale industrial projects.

Qualifications:

Required:

Bachelor’s or Master’s degree in Engineering or Construction Management Minimum 5-8 years of progressive experience in industrial construction, engineering management, or EPC project delivery. Strong understanding of the EPC project lifecycle, from feasibility and FEED through detailed design and construction. Proven track record managing preconstruction phases for large industrial projects (e.g., oil & gas, chemical, power, manufacturing, water/wastewater or heavy industrial). Experience with general construction and various delivery methods preferred (EPC, CM at Risk, design-bid-build, etc.) Experience leading interdisciplinary teams of internal and external partners on project pursuits from RFP issuance to proposal submission for various delivery models (EPC, CM at Risk, design-bid-build, etc.)

Preferred:

Professional Engineer (PE) license or equivalent strongly preferred in Mechanical, Electrical, Structural or other applicable discipline Technical expertise with industrial equipment and ability to lead equipment RFP’s, vendor selection and vendor management Proficiency with estimating software, scheduling tools (Primavera P6 or similar), and engineering design workflows.

Office and Travel:

This role is based at our headquarters office and travels often to project sites.  Periodic travel to regional or satellite offices required.  Periodic overnight travel required.

Responsibilities and Tasks:

Pursuit and Business Development:

Lead technical proposal development for EPC bids, including development of execution strategies, preliminary schedules, and design deliverables. Participate in client presentations, clarifications, and negotiations. Collaborate with business development teams to assess project viability, support feasibility studies, and develop conceptual designs that balance client requirements with cost and constructability. Active presence in industrial and engineering community (professional credentials, organization membership and participation, etc. Actively participate in proposal and presentation preparation and project interviews

Preconstruction:

Oversee and manage preconstruction phases including engineering design development, constructability reviews, scope definition, estimating support, and risk assessment for industrial EPC projects. Assist in leading multiple projects simultaneously through preconstruction phase from pursuit/award through the end of detailed design and/or establishment of a final contract value Assisting project management in project set-up and communication protocols Provide input into the project’s programming and conceptual design activities to ensure early scope and budget alignment Deliverable definition with engineering partners for each design phase Identify design, scope, and execution risks early in the project lifecycle and develop mitigation strategies. Promote value engineering and constructability reviews to deliver best-in-class solutions and competitive advantages for EPC pursuits. Coordinate with internal McGough preconstruction resources (estimating, scheduling, MEP, sustainability, Virtual Planning, Development Services, etc.), and Coordinate the integrated use of BIM/VDC technology Identify opportunities and encourage utilization of McGough’s Lean Design and Delivery tools in the design management process

Development Support:

Assist in early project definition and scope development Preliminary site review and evaluation Lead early planning efforts including: site layout and test fits, massing studies, preliminary concept design alternatives with consultant teams Facilitate the solicitation, selection and contracting of design partners on EPC and design-build pursuits Design team management

Project Budgeting:

Assist in managing costs throughout the design phase including initial project budgeting, benchmarking, cost models, soft cost definition, contingency definition,  internal estimate reviews, value engineering, etc. Provide engineering input for detailed estimates and work closely with estimators and procurement teams to develop accurate cost models and procurement strategies Monitor design scope and cost trends

Scheduling:

Assist in developing detailed project design and construction phase schedules with engineering partners and McGough field staff Meeting facilitation and task coordination Phasing and construction sequence planning with project management and field staff       

Leadership and Management:

Serve as the primary technical liaison with clients, consultants, partners, and internal stakeholders during preconstruction phases. Team leadership skills at senior level (previous experience as Senior project manager, design director, principal-in-charge, etc.) Direct multi-disciplinary engineering teams (civil, structural, mechanical, electrical, process, and controls) through conceptual and front-end engineering design (FEED) to ensure alignment with project goals, budget, and schedule. Work collaboratively with external clients, owners, design teams and consultants - ability to put aside ego and pride of authorship to work collaboratively with broad and dynamic owner, consultant and contractor teams Work collaboratively with internal project teams including business development, marketing, project management and field staff

Strategy Management:

Assist with the development and implement preconstruction management strategies. Continual assessment for additional market opportunities Coordinate and manage the development or improvements as it relates to risk management processes Management of relationship with external partners.

Other Duties as assigned:

Actively contribute as a member of the Industrial and Preconstruction Team by collaborating on shared goals, aligning efforts across departments, and supporting team priorities. Build and maintain strong, professional relationships with internal colleagues and external stakeholders, including clients, contractors, design partners, and suppliers. Represent the company at business development events such as client functions, industry conferences, and design firm open houses. Foster ongoing relationships with existing clients, architects, engineers, consultants, and subcontractors to strengthen partnerships and ensure future collaboration. Proactively seek and cultivate new relationships with potential clients and design firms to support business growth. Attend and engage in internal project management and cross-functional company meetings. Participate in relevant training opportunities for personal and professional growth, including leadership development and human resources topics. Support and participate in company-sponsored events and initiatives that promote team engagement and culture. Perform duties of a Project Engineer or Assistant Project Manager, as needed, to support project execution. Follow and reinforce standards of work, ensuring consistency and accountability. Participate in Lean events and actively support continuous improvement initiatives aligned with the McGough Way. Emphasize relationship-building as a core part of the role, both internally and externally. Perform other duties and responsibilities as assigned.

Position involves sitting for extended periods of time at employee’s workstation and during meetings as well as while traveling, either by plane or car. Occasionally, employee will be required to visit construction jobsites which may expose the employee to dirt, dust, uneven surfaces, outdoor weather conditions and extreme temperatures.

In alignment with our commitment to pay transparency, the base salary range for this position is $100,000 to $125,000, excluding fringe benefits or potential bonuses. If you join McGough, your final base salary will be determined by several factors, including geography, location, skills, education, and experience. Furthermore, we place significant value on pay equity among our current team members as part of any final job offer.

Please note that the range provided above reflects the hiring range for this role. Hiring near the top end of this range would be atypical, as we aim to allow room for future salary growth.
