Offsets and Industrial Participation Specialist
Position Summary
The Offsets and Industrial Participation Specialist supports Thales Canada’s Offsets and Industrial Participation Director in the development and execution of offset plans.
This position will be required to support the development and alignment of cross country industrial participation plans in conjunction with multiple programs and other Industrial Participation staff. Will be required to work on bids and programs with ITB scope in parallel and provide appropriate analysis, recommendations and reporting within tight and competing timelines.
Key Areas of Responsibility
Coordinate with internal stakeholders across Thales to identify, develop and submit activity eligible for offset credit in Canada; Engage with internal and external stakeholders to generate offset reports in accordance with contractual requirements as well as any banking agreements in place with government;Maintain offset records and generate meaningful internal reporting including reporting that measures execution success;Assist Capture Teams in the development of compliant offset proposals;Support the negotiation of contract and subcontract Offset Terms & Conditions; Provide a point of contact for external stakeholders, including customers, subcontractors, suppliers and government representatives.Monitor, evaluate and provide hands-on assistance supporting long-term strategic areas of ITB/IRBs, and as well as, supporting daily offset operations.Diagnose and recommend improvements to offset proposals, strategy and policies and processes to support direct and indirect business opportunities.Develop and communicate meaningful reporting to measure execution success.Assist in the identification, research and development of policies and procedures that will serve to strengthen the offset initiatives.Responsible for supporting the development of strategic offsets, infrastructure development (reporting and processes), as well as alignment of offsets with existing and projected bids and projects – which includes analyzing offsets activities across the across the organization, recommending solutions and aligning options and identifying and mitigating risks.Minimum Requirements
Advanced written and verbal communications.Aptitude to partner with various stakeholders to obtain buy-in on new processes and procedures to maximize profitability.Advanced proficiency with Microsoft Office Excel, Word and PowerPoint and an ability to aggregate, manipulate and interpret disparate sources of data.Prior experience in a contracts and/or procurement related position is required ideally in the defence sector.Experience/Knowledge of Canadian offset management is highly desirable.Knowledge in non-Canadian offset management is considered an asset.Bachelor’s Degree in Business Administration, Political Science, Law or related field.Preferred Qualifications
3-5 years experience in a contracts, offsets and/or procurement related position is required ideally in the defence sector.Bachelor’s Degree in Business Administration, Political Science, Law or related field. Professional experience may be considered in lieu of education.Special Position Requirements
