Indigenous Consultation Advisor

The Vancouver Fraser Port Authority is responsible for the stewardship of the Port of Vancouver, Canada’s largest and most diversified port. Our mandate as a Canada Port Authority, as set out by the Canada Marine Act, is to enable Canada’s trade objectives, ensuring goods are moved safely and responsibly through the Port of Vancouver. That means providing infrastructure and ensuring the safe and efficient movement of marine traffic and cargo within the port. It also means we carry out reviews of proposed activities and developments on federal port lands and waters to determine whether a project can go ahead without impacts to the environment and community that cannot be mitigated. Under direction, the **indigenous consultation advisor** conducts port authority Indigenous consultation with those Indigenous groups who may be impacted by potential projects and initiatives in the port authority jurisdiction. The incumbent works closely with various internal groups, as well as port tenants. Additionally, an Indigenous Consultation Advisor may engage with other federal or provincial agencies to coordinate consultation. As well, the Advisor assesses the sufficiency of Indigenous consultation for project applications, port authority led projects and/or corporate strategic initiatives as they relate to Indigenous rights, issues, interests and opportunities. **What you do:** + Plan and conduct Indigenous consultation for port authority ortenant-led development projects, land use plan, and other strategicinitiatives. + Develop,implement, and review consultation plans for projects that require anenvironmental assessment pursuant to the _ImpactAssessment Act_ and when appropriate, aligns with the _BC Environmental Assessment Act_ . + Work with a cross-functional team to considerall aspects of port development projects and other initiatives and recommendswhether consultation is required. + Work closely with contractors on engagementand consultation activities. + Work closely with relevant port authoritydepartments on known Indigenous issues to ensure they are addressedappropriately through the consultation process. + Apply existing legal principles and factors tothe analysis of Indigenous consultation. + Monitor and analyze evolving legislation, caselaw and applicable policy as it may affect port authority Indigenousconsultation processes and advises management. + Track and record all Indigenous consultationactivities in accordance with port authority practice and appropriate federal,provincial, or other applicable standards. + ProvideIndigenous consultation advice and guidance. + Represent the port authority at meetings withIndigenous groups and may participate in meetings with local, provincial, andfederal government representatives, as well as port tenants. + Ensure appropriate coordination with the portauthority project and environmental review processes as they relate toIndigenous consultation or engagement. + Provide recommendations for participationfunding to be provided to Indigenous groups. + Research and prepare briefing notes, summaryreports, letters and other materials as needed. + Participates on and/or lead cross functionalteams. **What you bring:** + Bachelor’s degree in communications,Indigenous studies, law, or another acceptable degree. + Minimum of 4 years demonstrableexperience developing and implementing complex Indigenous consultation andcommunication strategies around challenging projects. + Exceptional research, writing andanalytical skills. + Established relationships with LowerMainland Indigenous groups would be considered an asset. + Must be a self-motivated individual withexcellent interpersonal and intercultural skills, including tact, diplomacy,and the ability to liaise effectively and positively with both staff andoutside contacts. + This personwill have an excellent command of the English language, both oral andwritten. **What we offer:** We offer a robust total rewards package including: Market-competitive base salaries and variable incentive plan + Generousand inclusive benefits offering including retirement benefits plan + Flexible remote workprogram + Earned time off program + Paid vacation andpersonal care leave + Learning, development,and advancement opportunities + Onsitegym with towel service in a national landmark in the heart of Vancouver’swaterfront + Friendly, unique, andrespectful workplace **Location:** Vancouver, Canada **Job type:** Bargaining Unit, Full-Time, Permanent, Hybrid (Limited) **Working environment:** Normal office conditions. _This is Canadian-based employment,and it is expected that all employees maintain legal entitlement to work inCanada._ _At the_ _Vancouver Fraser Port Authority, we are dedicated toemployment equity and a workplace reflective of the diversity of our portcommunity.
