GENERAL DESCRIPTION:
The Immunization Information System (IIS) Interoperability Support Specialist promotes and facilitates the exchange of immunization information sent via Health Level Seven (HL7) messages between the WDH IIS and healthcare provider Electronic Medical Record (EMR) systems. This position implements and updates Immunization Unit interoperability processes to ensure compliance with CDC Functional Standards, CDC HL7 Implementation Guide, and Wyoming interoperability specifications. This position provides significant support to providers, partners, and stakeholders by delivering troubleshooting support, training, and education. This position will facilitate interoperability onboarding.

+ Identifies interface issues and opportunities for improvement, and works with technical and clinical partners to develop solutions.
+ Provides interface development, support, and maintenance.
+ Communicates interoperability requirements to technical and non-technical personnel, ensuring successful collaboration between partners.
+ Assigns work to clinical staff during the interface onboarding process to ensure they are adequately educated and prepared to maintain their interface upon approval into production.
+ Assigns work to technical staff during the interface onboarding process to establish proper connectivity and ensure interface functionality is up to standard before approval into production.
+ Reviews the progress of the interface project and judges the suitability of moving into production based on the quality of the aggregate testing data produced and the ability of staff to meet assigned expectations.
+ Maintain and implement an interface onboarding process that ensures the integrity of resulting connections and conformance to national standards.
+ Quickly identify breakdowns in connectivity and establish a recovery plan with technical partners for restoring an interface and providing a plan for addressing any data gaps.
+ Holds primary responsibility for interface project success; designs, develops, and monitors interoperability and IIS data quality standards, and secures interface integrity by managing technical and non-technical partner participation.
+ Mitigates expansive provider issues utilizing substantial IIS knowledge, specialized interoperability knowledge, effective communication skills, rational arguments to include clinical and technical perspectives, and root cause analysis to accomplish overall program objectives.
+ Trains and supports other IIS staff members on the basics of interface functionality and HL7 messaging as they relate to or impact their area of expertise, supporting program goals and objectives.
+ Trains and supports clinical staff on the effective use of an interface, including querying for patient vaccination history and forecasting.
+ Analyzes, creates, updates, interprets, and provides technical assistance for IIS software application maintenance and training, including training manuals, processes, and policies.
+ Assists with testing functionality of Electronic Medical Record (EMR) vendor software related to establishing an interface with the WyIR. Provides technical advice to EMR vendor staff to support interface development that aligns with national and local standards.
+ Recommends enhancements to provider workflows and EMR/interface functionality to ease the burden on clinical staff or reduce their workload.
+ Assists software vendors in the development and improvement of IIS software functionality. Creates and maintains software test scripts and completes beta testing of new software applications, as well as for system upgrades and patches.
+ Responsible for monitoring and interpreting changes to national IIS and interoperability standards, industry best practices, and program objectives to implement software solutions to meet expectations and enhance IIS capabilities.
+ Provides quality customer service for WyIR users, focusing mainly on the interoperability process.
+ Coordinate interoperability issues for WyIR Help Desk.
+ Provides customer service to the teams regarding the WylR interoperability processes.
+ Generates help desk tickets with our software vendor to reflect and track system problems raised by WyIR interoperability users.
+ Coordinates WyIR User group surveys and meetings to establish an interactive exchange of information about WyIR's needs related to interoperability.
+ Document user-reported problems and resolutions in an issue-tracking log.
+ Works closely with Healthcare Providers and Vendors to gather, interpret, and document requirements related to successful interoperability processes.
+ Identifies and quickly resolves or, if needed, escalates issues, provides resolutions, and communicates timely status updates.
Qualifications
KNOWLEDGE:
+ Understanding of Information Technology conceptual terms, capabilities, and practices, including excellent computer skills with an emphasis on: MS Access, Excel, Word, Publisher, PowerPoint, and Google Applications.
+ Ability to work independently, prioritize job tasks, meet required timelines, and adapt to changing demands.
+ Knowledge and understanding of the teaching principles and nature of automated business information systems and processes.
+ Skills in analytical and critical thinking.
+ Skills in customer service.
+ Ability to coordinate and communicate effectively with co-workers, providers, superiors, and vendors;
+ Knowledge of principles and practices of immunization and public health.
+ Knowledge of HIPAA regulations.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Records or Data Management)
Experience:
0-2 years of progressive work experience (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Specialist I
OR
Education & Experience Substitution:
3-5 years of progressive work experience (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Specialist I

PHYSICAL WORKING CONDITIONS:
+ The employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
