City Albany State NY Zip Code 12207 Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Under the direction of a Deputy Technical Director, The Application Development Lead will be assigned to the Integrated Eligibility System (IES) within the Office of Information Technology Services (ITS) and will be responsible for application development and delivery for various products or shared services, such as Fair Hearings and Correspondence. The incumbent will assist in the strategy, direction, and execution of all phases of the Software Development Life Cycle overseeing product development, unit testing, application integration, and integration testing and other support as needed and will combine strong coding skills with the ability to guide and support a team of developers. This role will work with the App Leads, DevOps, and Architects, and other teams or staff across ITS, and will participate in performance testing, designs, industry standards, state standards, federal standards and ensure that the IES applications are integrated efficiently with state and local systems. Duties Include, but are not limited to, the following:• Ensure the execution of the products under development align to the strategy and executing to critical milestones.• Ensure the product development is being executed while taking a hands-on approach and active role in all stages of the application development life cycle including cloud hosted architecture.• Liaise with project managers, technical architects, system admins, release managers, and vendors for application requirements validation, development, testing, release, and deployment.• Plan, prioritize, and execute activities related to resolving defects or technical issues.• Manage and execute quality assurance process around code development that includes code reviews, unit testing, and adherence to approved design & standards.• Identify and escalate technical risks and issues appropriately.• Perform a full range of supervisory duties. Minimum Qualifications Seven (7) years of experience in application development using Java, JEE, #C and .NET , frameworks & technologies, including one (1) year supervisory experience.The following degrees may substitute for the general experience as indicated: • Associate’s degree and six years of experience• Bachelor’s degree and five years of experience• Master’s degree in computer science or related field substitutes for an additional year of experience• Doctorate in computer science or related field substitutes for an additional year of experiencePreferred Skills: • Experience working with the integration of disparate system interfaces. • Experience in working in projects adopting agile methodology, DevSecOps, continuous integration & continuous deployment (CI/CD).• Experience in working in projects with NYS or NYC government.• Experience in working in projects with Health and Human Services Programs.• Excellent written and verbal communication skills Additional Comments The Office of Information Technology Services is an equal opportunity employer, and we recognize that diversity in our workforce is critical to fulfilling our mission.
