Background/IRC Summary:
The International Rescue Committee (IRC) is a private, non-political, non-profit, and non-religious organization. For over 90 years, we have been providing humanitarian assistance to communities affected by conflict and natural disasters in more than 40 countries. Since 2008, the IRC has been active in Myanmar, delivering humanitarian assistance in areas such as health, protection, water, and sanitation, specifically targeting families impacted by conflict and natural disasters.
Job Overview/Summary:
The Human Resources Officer will support the HR function in managing day-to-day HR operations including timesheet processing and leave management, employee data management, employee separation support, recruitment and HR compliance. Under the supervision of the Senior People and Culture Manager (Operations), the HR Officer will ensure that HR services are delivered efficiently and in line with organizational policies and local labor laws.
Major Responsibilities:
Timesheet and Leave Management:
Collect, review, and verify employee timesheets on a monthly basis.Ensure timesheets are submitted accurately and on time by all Yangon office staff (national and international).Maintain timesheet tracking system and ensure all completed staff timesheets are properly stored in designated folder locations to support transparency and record-keeping.Maintain accurate leave records in HR systems and track leave balances for all staff (national and international). Generate monthly reports to employees and managers and assist in the leave approval process.Contract Management:
Communicate with sector heads as necessary for follow-up of the national contract extension confirmation process.Ensure all employment contracts and extensions are prepared and duly signed. To track and maintain contract extension docs and information systematically.Employee Separation Management:
Support and coordinate the employee separation process, including resignations, end-of-contracts, and terminations, in compliance with internal policies and local labor laws.Schedule and conduct exit interviews with departing staff and Sr. P&C Manager (People Experience) Ensure departing staff receive necessary support and communication throughout the offboarding process.Prepare and submit staff departure reports to Sr. HR Officer (C&B), including leave balance calculations for encashment or deduction (based on pro-rata entitlements and any advance or unpaid leave), and ensure timesheet completion records are accurate to support final payment processing.Update the HR system and employee directory to reflect staff departures.Recruitment and Onboarding Support (for assigned positions):
Support end-to-end recruitment processes for assigned positions up to Grade 8B in line with IRC Talent Movement Framework and HR Best Practices for Yangon and field office. Register new hires in the directory to initiate the creation of Outlook email accounts.Coordinate with the hiring manager and relevant departmental focal points to request staff ID cards, laptops, and other necessary resources for the new hire.Liaise closely with the hiring managers to understand the assignment requirements for new hires. Provide timely and clear communication with new staff regarding their deployment arrangements. Regularly updated Recruitment tracker.Compliance and Reporting:
Ensure compliance with organizational and national labor laws in all HR operations.Assist with internal and external audits by providing necessary HR documentation.Prepare monthly HR related reports.Other Responsibilities:
Assist in filling, managing, and ensuring that staff records are updated, maintained, and kept confidential. (All National Staff)
Provide technical support to staff regarding the interpretation and application of HR policies and procedures.Participate in HR process improvements, ensuring that systems and operations are efficient.Able to travel to field offices if/as required to implement HR-related tasks or provide support to field staff, in alignment with organizational needs.Perform other related duties as assigned and modified at supervisor's discretion.Key Working Relationships:

Minimum Qualifications:
Education:
Bachelor’s degree in Human Resources, Business Administration, or a related field.A diploma in Human Resources Management is preferred.Experience:
At least 3 years of experience in HR operations or administrative roles.Professional experience with INGOs/NGOs and/or international experience is a plus; interest in humanitarian field is preferred.Experience in data management and reporting.Knowledge of and experience in working with and coordinating with international and national partner organizations.Demonstrated Skills and Competencies:
Excellent interpersonal and communication skills.Proficiency in Microsoft Office (Word, Excel, Outlook).Flexibility and adaptability to dynamic work environmentsAbility to maintain confidentiality and handle sensitive information with discretion.Understanding of safeguarding principles, including PSEA.Language Skills:
Proficiency in written and spoken English is required.Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
