Human Resources Manager
Overview ***This position will be physically located in the Marshall Islands in support of LOGCAP.*** Under the general direction of the Task Order Manager and functionally reporting to the LC V HR Director, the HR manager is responsible for planning, scheduling, and managing work in a wide variety of Human Resources (HR) functional support areas and disciplines, including Strength Management, Medical Support, Employee Relations (ER), Benefits, HR Administration, New Hire Orientation, Subcontract Labor, Personnel Recruitment and Retention, Performance Management, and Policy and Procedure development. Responsibilities This position description is subject to change at any time as needed to meet the requirements of the program or company. + Provides information, and support to all levels of Management on employment and management issues, as well as planning and staff development. + Serves as primary Point of Contact (POC) for internal Program and LC V program HR requirements + Coordinates with the appropriate LC V program support elements including Strength Management, Recruiting, Employee Services and Employee relations activities. + Handles appropriate discipline actions in coordination with the TO Manager and appropriate LC V Program Human Resources Director. + Coordinates and complies with the applicable MOD for medical compliance and administration of the Interactive process within corporate policy. + Responsible for applicable Project Orders for the appropriate LC V program as needed. + Ensures that mandatory and random drug/alcohol screening is performed on Program personnel per policy and IAW chain of custody standards. + Facilitates on-demand drug/alcohol screening approvals are obtained and screening is conducted per established policy as required. + Serves as the Program Emergency Leave POC for LC V site location. + Oversees the Red Cross process for Emergency leaves and facilitates the timely notification of and support for Program personnel as required. + Prepares reports as required by Management, Corporate HQs, and the U.S. Government. + In coordination with the Program Home Office and facilitates Benefits program, to include Medical Leave of Absence (MLOA), sick leave, administrative leave, Leave + Without Pay (LWOP), emergency leave, bereavement leave, and military leave. + In conjunction with the appropriate Finance Manager is responsible for coordination for LC V Program policies and procedures. + Provides support to multiple geographically dispersed Program sites. + Ensures the accuracy, maintenance, and retention of program employee records within established policy. + Remains current on Employment Law, local Labor Law, and other applicable changes in the HR discipline. + Participates in process improvement and quality review activities. + Develops and supports achievement of performance metrics for HR activities. + Ensures department compliance with applicable Environmental, Safety, and Health (ESH) policies and procedures. + Implements and maintains a safe workplace program, ensuring safety is the highest priority. + Ensures that all subordinate employees are trained and understand Program and Company ESH and Quality Assurance (QA) requirements, standards, and goals. + Maintains documentation as necessary to achieve requirements. + Works to achieve Program and Company goals and contractual commitments. + Interfaces with other Company Managers and Program staff, as required. Participates in mandatory Corporate HR Leadership meetings as directed. + Handles confidential matters (personnel actions, management reports, etc.) + Communicates professionally, both orally and in writing. + Job Duties as assigned. Qualifications + Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education, if degree is required. + Bachelor’s Degree is required. + Experience: + 8 years of experience in Human Resources or twelve years HR experience w/o degree, which at least four (4) years of experience must be in employee relations and a minimum of four (4) years of supervisory experience. + HR Certification is a plus. + Skills: + The ability to work under minimal supervision. + The candidate must demonstrate an ability to develop rapport and credibility at all levels of the organization and to collaborate across functional areas + Candidate must process excellent communication skills and have demonstrated ability to work both independently and as a member of a team. + Candidate must have the requisite skills and attitude to consult effectively with managers and supervisors. + Candidate must have the ability The ability to anticipate problems, trouble shoot and employ effective strategies for resolution. + Candidate must have demonstrated ability to manage multiple and complex administrative processes and the ability to analyze and problem-solve. + Candidate must have the ability to proactively research and review labor laws. + Ability to demonstrate positive interpersonal skills in dealing with conflict and problem solving. + Candidate must have the ability to proactively research and review labor laws, regulations, and policies, and recommend courses of action. + Candidate must demonstrate a high level of adaptability, a high tolerance for ambiguity, and be able to lead and manage change throughout the organization. + Skilled working in a Team-oriented environment and able to demonstrate strong leadership skills at various levels of an organization. + Knowledge of international and multi-site Government projects + Supervisory/Budget Responsibilities: + Leads and manages a HR Department in the day to day mission support responsibilities operating within established budgetary guidelines. + Working Conditions: + Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit. + Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, wet, tropical environment with average temperatures of 130 degrees in the summer months). + Includes some industrial production environment conditions as well. + The worker is subject to atmospheric conditions. One or more of the following conditions that affect the respiratory system of the skin: fumes, odors, dust, mists, gases, or poor ventilation. + The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals + The worker is subject to both environmental conditions. Activities occur inside and outside. + Physical Requirements: + Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. + Work may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents. + Employee use of personal protective equipment (PPE) is required for some situations.
