The Human Resources (HR) Business Partner role will be accountable for defining and driving a people agenda which will enable delivery of the business strategy and high-performance culture. A trusted partner, this role works with the business leaders to ensure that people initiatives help the business to attract, develop and retain talent.
The job holder will be responsible for the overall human resources management relating to talent management, professional development, social development, compensation & benefits, pay administration. As head of the Human Resources function, he/she directs and develops the dedicated teams and acts as a business partner to employees and management. In this capacity:
Define (or participates in the definition of) overall policy and associated objectives, ensure their implementation in the three areas of activity: professional development, employee relations, compensation and benefits;Is responsible (with management) for the implementation of the key Thales HR processes: target setting (for teams and individuals), assessment, compensation, communication, people reviews, feedback, development action plans, mobility, recruitment, management communications and employee relations;To handle staff recruitment and selection To manage compensation & benefit (bonus and salary review, payroll, insurance etc.) To facilitate the performance management To issue and execute the training & development plan To prepare HR budgets and monthly reports To ensure workplace ethics and assurance of compliance with Employment regulations (Employment contract, working permit etc.) To coordinate with external expert advisor on Employment regulations issues within the HR network at CountryTo support & oversee HR functions of Joint Ventures To provide HR support to the Group’s subsidiaries both inside and outside of China region and support to regional HRTo provide support on any other ad hoc HR projectsPosition within organisation :

Implements human resources strategies by establishing department accountabilities, including talent acquisition, compensation, health and welfare benefits, training and development, records management, safety and health, succession planning, employee relations and retention, and labor relations.Manage performance and professional development in the HR teamDefine the HR operating budget and guarantee a balanced budgetTo manage & facilitate on changes from organizational & HR perspective, which covers M&A, Carve out and integration.Drive and influence leaders, managers and employees to embrace organisational change and the shift to a high-performance cultureInnovate HR solutions and provide thought leadership to meet the long and short-term objectives of the businessAnalyse the external environment, business and people-related trends to identify and act on opportunities and threats.Provide advice and consultancy to Line Managers on people management issues and case management servicesProvide data-driven insights to the leadership team and relevant HR function that underpin the business and people strategyShape and drive initiatives creating higher employee engagement with the HR and Leadership teamsEnsure compliance with all legal, regulatory and Company HR requirementsProfile (Please detail experience and competences and rate between 1 to 3 ( basic : 1, master : 2, expertise):
