Responsibilities A GS-0201-9, HR SPEC: Program Management: Plans, organizes, and oversees the full complement of activities within the Squadron Commander's Support Staff (CSS). Executive Support: Provides executive administrative support to Senior Officers, and Civilians, to include arranging travel & lodging, coordinating itineraries. Assists in planning, preparing, arranging, and conducting official functions. Coordinates with Protocol and assists with the Distinguished Visitor (DV) support and events: manages recognition/special ceremonies, schedules event locations, coordinates gifts, manage guest lists. Oversees Squadron programs to facilitate the Squadron Commander's vision. Keeps abreast of and briefs the Squadron senior Leadership regarding assigned program status; actual or potential problems and changes that could possibly affect the operation of the group and subordinate units. Manages a myriad of Unit Commander's programs to include: Drug Demand Reduction Program, Urinalysis, Voting Assistance, promotions and demotions, evaluations, separations, retirements, benefits, entitlements, retention, classification, awards, decorations, retraining, casualty, Defense Travel System (DTS), Government Purchase Card Program, Government Travel Card Program, Air Force Fitness Program, Unit Security Program, Unit Self-Inspection Program, Unit File Maintenance, Unit Health Monitor, and personnel readiness programs. Office Administration: Prepares the preparation and review of outgoing correspondence for conformance with Air Force instructions, policies, format, and assembly; for accuracy of spelling, punctuation, form, grammar; and for completeness of reports and correspondence. Technical expert in Microsoft Office applications, Adobe Acrobat, Electronic Record Management, and other Air Force information systems to create, copy, edit, and print a variety of standardized documents. Tracks progression, and schedules End of Course (EOC) exams. Documents and reports CDC failures to Force Development Flight. Prepares AF IMT 2096, Classification/On-the-Job Training Action, affecting AFSC Special Experience Identified (SEI), or Upgrade Training (UGT) status. Serves as the organizational point of contact and liaison with the Force Support Squadron (FSS). Assists in administering and monitoring personnel resource requirements. Compiles personnel transactions according to the specific, established requirements of each case. Independently determines the steps and procedures necessary to perform the full range of clerical processing functions associated with personnel liaison assignments. Other duties as assigned. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Must have at least 24 months experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Have a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian promotions. Experienced in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options. Competent in discussing the equal opportunity and sexual assault prevention and response programs. Have experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs. Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Skilled in applying program policies, directives, publications, and training manuals. Knowledgeable on allocating manpower resource budgets or execution procedures. Experienced in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques.Or Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Education Education Requirements: H.S. Diploma G.E.D. Substitution of Education for Specialized Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9.
