HR Operations Manager – CIS

How will you make a difference?

The HR Operations Manager is part of the Global HR Shared Services Department. The role leads an organization of professionals and vendors to deliver regional HR transactional and process support for the employee lifecycle and payroll.  Additionally, this role leads and delivers enhancements to Wabtec Employee Experience through process and system enhancements, transformation, and implementations.

The HR Operations Manager manages the CIS HR Operations team’s delivery of operational and system support to the CIS Region and works collaboratively with other Centers of Expertise (Talent Acquisition, HRIS, Comp & Benefits, Legal) to design and deliver Hire to retire processes.

Qualification/Experience:  

Bachelor’s degree in human resources, Business, or relevant fieldAt least 5 years’ progressive experience in Human Resources, preferably in a Shared Services environment and in a matrix organizationExperience with HR systems, specifically Workday and ServiceNowGood proficiency with MS Office Suite with an intermediate level in Excel (pivot tables, charts, and vlookups)Professional proficiency in English, Kazak and RussianStrong verbal and written communication skillsExperience with HR administration, payroll, and systems within a large, complex enterprise, ideally across a range of geographies and businesses.At least 2 years of People Management experienceExperience identifying areas for continuous improvementStrong organizational skills, attention to detail, and ability to prioritize multiple tasksIndependent and fast learnerMust possess knowledge of the local labor laws and legislationMust have some knowledge and exposure of local government portals usage

Competencies:

Serve as a first point of contact for CIS HR team across assigned countries for employee lifecycle transactions, troubleshooting and projects.Manage and conduct employee lifecycle transactions on Workday across assigned countries in CIS.Identify opportunities to improve HR Ops processes and participate in continuous improvement projects.Must display willingness to participate in Global cross trainings, and partner your team with other regional HR Operations teamsExcellent communication skills, with ability to motivate and influence without direct authority.Strong customer-focus; ability to build and maintain effective relationships with customers.Ability to operate autonomously and make quality decisions within ambiguous situations.Ability to create focus for self and team through rigorous prioritization of activities.Comfortable presenting to stakeholders, business leaders, and HR community. Able to analyze data, draw business insights, and present to stakeholders in an analytical way.

What will your typical day look like?

Lead and manage people and processes essential to the employee lifecycle and payroll for the CIS region.Manage, develop, and engage a high-performing regional team; build functional and leadership capability within the team and bench-strength for future needs; deploy resources to fit business needs.Develop strategic partnerships with local HR to evaluate and evolve relationship in the region and ensure performance in accordance with SLAs. Lead quarterly service reviews.Partner with regional stakeholders to identify regional projects and process improvements; prioritize, plan, scope out projects and work with team to implement.Serve as a point of escalation for service issues, identifying root cause and path to resolution to ensure continued service improvement.Lead team projects regionally and/or globally to evolve HR processes that span across the employee life-cycle; drive process improvements and standardization in partnership with the global HR Operational Excellence teams within HR Shared Services.Provide support to cross-functional workstreams in the region, such as Mergers, Divestitures, Acquisitions, Reorganizations, Legal Entity Changes.Ensure local processes are documented thoroughly and team understands processes fully. Communicate and provide change management to team and HR community when changes are implemented.Monitor best practices, industry standards, local requirements; implement changes to internal processes as needed.Serve as a connecting bridge between Global HR Operations and Local HR to implement and align with Global HR best practicesEngage team members with cross trainings across other HR Operations regions to equip them with the required knowledge to able to participate in the globalized HR Operations ModelPerformance Evaluation of team members which involves setting Objectives, providing feedback, documenting performance, making informed decisionsImplement and align Operational Excellence Metrics designed for the Global HR Operations Model within Wabtec
