HR Compliance Manager

Job Description:

We are seeking a detail-oriented and proactive HR Workforce Compliance Manager to join our Human Resources team. In this role, you will own and drive compliance initiatives while partnering with our Legal team and outside counsel to ensure accurate interpretation and implementation of company policies and regulatory requirements across all our operations. You will play a key role in translating complex legal requirements across all areas of HR into practical, scalable HR processes, ensuring compliance with federal, state, and local laws, as well as internal company policies.

Responsibilities:

Collaborate with Legal, outside counsel, HR Centers of Expertise, and HR leadership to operationalize new and existing policies, requirements, and regulations, ensuring they are effectively integrated into HR systems and workflows.Develop and maintain a comprehensive onboarding compliance framework for new hires in different states, ensuring immediate compliance with state-specific employment requirements, particularly for remote workers.Review and approve job descriptions and recruitment materials to ensure compliance with changing employment laws and regulations, including pay transparency requirements, non-discrimination provisions, and accessibility standards.Establish and maintain a rapid response protocol for addressing compliance requirements when expanding into new states, ensuring the company can quickly adapt to new jurisdictional requirements as part of our growth strategy.Coordinate with outside counsel to ensure accurate interpretation and application of laws across all jurisdictions where we operate.Partner with Talent Acquisition to ensure recruitment processes, job descriptions, and interview practices comply with evolving federal, state, and local employment laws, particularly as they relate to what can and cannot be asked during the hiring process.Stay current on evolving recruitment compliance trends, including ban-the-box legislation, salary history inquiry prohibitions, pay transparency laws, and AI/automated decision-making regulations in hiring processes.Conduct regular audits of HR processes, systems, and employee records to identify and mitigate compliance risks.  Partner with appropriate parties to remedy issues and concerns and establish appropriate controls for the future.Proactively monitor changes in labor laws across all relevant jurisdictions and independently assess impact; provide strategic guidance and lead the rollout of related compliance updates to internal teams and stakeholders.Identify, analyze, and address compliance issues and risks within HR practices.  Develop compliance strategies and lead cross-functional initiatives for risk mitigation.Maintain accurate and up-to-date records of all compliance-related activities and documentation in accordance with legal and company requirements, ensuring proper documentation for internal and external audits.Develop and deliver compliance-related training for HR team members and people managers.Coordinate and support the execution of internal and external audits and investigations, ensuring that records and practices are up-to-date, accurate, and aligned with regulatory requirements.Own and manage the development, implementation, and maintenance of employee handbooks, HR policies, and SOPs across multiple states, ensuring compliance with varying state and local requirements.Serve as a subject matter expert on HR operational compliance topics (e.g., wage and hour laws, I-9 and E-Verify, employee classification) across multiple jurisdictions.Partner with HRIS and Operations teams to ensure systems are aligned with compliance needs across all states of operation.Guide change management and communication as needed for implementation of new or changing policies, procedures, and tools.

Qualifications:

Bachelor’s degree in human resources, business, legal studies, or a related field.5+ years of progressive experience in HR compliance or legal-related roles with demonstrated expertise in multi-state compliance environments.Demonstrated experience developing and administering HR compliance programs, policies, and procedures across multiple jurisdictions.Experience with recruitment compliance and navigating multi-state hiring requirements, particularly in remote work environments.Knowledge of current and emerging recruitment compliance requirements, including pay transparency laws, ban-the-box legislation, and limitations on pre-employment inquiries.Extensive experience creating and maintaining employee handbooks and policies that comply with varying state and local requirements.Experience conducting audits, investigations, and managing inquiries related to compliance issues.In-depth knowledge of labor laws, regulations, and compliance standards (e.g. EEO, FLSA, Title VII) with particular emphasis on multi-state compliance requirements.Strong analytical skills with the ability to interpret complex legal requirements and translate them into practical business solutions.Excellent communication skills with the ability to simplify complex legal considerations and deliver clear guidance to all levels of the organization.Proficiency in HR information systems (HRIS and data analysis tools, as well as Microsoft Office Suite.  Experience with Workday a plus.

Preferred Qualifications:

Juris Doctorate (JD)PHR, SHRM-CP, CCEP, or other relevant certification.Experience establishing compliance protocols for companies expanding into new states or jurisdictions. Experience leading cross-functional teams on compliance initiatives.Demonstrated ability to build and maintain strong relationships with internal clients, peers, and external partners.Excellent organizational and communication skills with strong attention to detail.
