This position is responsible for leading and supervising the Housing Stabilization Services Eligibility Review Specialist team, including overseeing application processing and systems work. The position is also responsible for advising on eligibility related policy. The incumbent oversees processes and supervises staff for complying with federal and statutory requirements, working with community partners, working with other policy divisions and systems staff, and processing applications and exception requests. The incumbent supervises a team of staff that includes Human Services Program Specialist and State Program Administrator Technical Specialist levels.
**Responsibilities include, but are not limited to the following:**
+ Provide supervision and leadership to the HSS eligibility review specialist team.
+ Serve in a leadership role in the Housing and Support Services Division, specifically with the Housing Stabilization Services program.
+ Supervise staff to ensure high levels of productivity, dedication to quality output, and job satisfaction are fostered and maintained. Oversee and conduct all human resources functions for supervised staff. Ensure strong communication and working relationships across groups the staff works with and supports.
+ Supervise and provide leadership for the overall administration of Housing Stabilization Services to support systems, policy, and procedural changes which have the potential to improve internal operations and customer relations.
**Minimum Qualifications**
Two (2) years of advanced level working experience in the field of public assistance and/or housing stabilization providing services and/or supporting eligibility determination processes.
**Experience must also include:**
+ Understanding of the roles and relationships of county, state, tribal, federal and community partners related to economic support programs, housing options, and/or other social and community services programs.
+ Experience working with both internal and external customers.
+ Experience working as a member of a team to support people who are homeless or at-risk of homelessness.
+ Broad-based, integrated understanding of federal/state law and policies relating to economic support programs, housing options, and/or other social and community services programs.
**_*Bachelor’s or higher degree in human services, social work, psychology, or another related field may substitute for one (1) year of work experience._**
**Preferred Qualifications**
+ Experience with project and program management.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
+ Skilled at prioritization,coordination,decision-making,operationalmanagement,strategicanalysis, project management, the ability to manage crisis situations, and the ability to maintain extensive and complex relationships.
+ Abilitytomanagehumanresourceprocesses andprovidedirectionandcoachingtoadiversegroupofprofessionalswith multiple responsibilities and functioning at a high level of independence.
+ Highly developedcommunicationskills,includingwritten,verbal,andinterpersonalskills,withtheabilitytopresent complex and sometimes controversial information in a comprehensive way.
+ Strong organizational skills and lead-worker capabilities necessary to leadership and direction to the staff performing the unit’s functions.
