Housing Recovery & Partnership Consultant
Terms of Reference (ToR)

1. Background
Ukraine is facing one of the most severe housing crises in Europe, triggered by the full-scale Russian invasion in 2022. As of early 2025, more than 4.9 million people are officially registered as internally displaced persons (IDPs), and over 2.4 million housing units have been damaged or destroyed. Vulnerable groups—including displaced families, the elderly, persons with disabilities, and single-headed households—are disproportionately affected. The situation is further exacerbated by a lack of affordable housing, rising rental costs, and insufficient public investment in reconstruction.

Despite significant international attention and assistance, the housing sector remains underfunded and fragmented. Local authorities are overwhelmed by demand, and a coordinated effort involving both public and private stakeholders is urgently needed to scale up solutions. At the same time, Ukraine has a significant stock of underutilized or vacant properties, many of which could be rehabilitated and transformed into safe, affordable housing through innovative financing and inclusive policy mechanisms.

2. About Habitat for Humanity International (HFHI) in Ukraine
Habitat for Humanity International (HFHI) is a global housing organization working in more than 70 countries. In Ukraine, HFHI established its country presence in 2023 to respond to the growing need for durable housing and long-term reconstruction. Key areas of focus for HFH in Ukraine include:

- Affordable, sustainable and decent housing
- Social rental and access to finance
- Energy-efficient reconstruction of multi-apartment buildings
- Municipal capacity-building and housing policy reform
- Circular construction and reuse of demolition materials
- Research and data-driven planning (e.g., vacant property assessments)

3. About the role
HFH Ukraine is engaging in multiple program tracks: national housing policy reform, social rental housing pilot models, reconstruction of damaged homes, and development of scalable solutions for IDPs and vulnerable populations. To support this work, HFH seeks a Housing Recovery & Program Partnerships Consultant who will lead local stakeholder engagement and contribute to the technical and strategic design of housing recovery programs, ensuring they are grounded in context and informed by evidence.

This role bridges HFH Ukraine’s strategic vision with on-the-ground partnerships and technical program implementation. The Consultant will:

- Lead engagement with Ukrainian actors in the housing recovery ecosystem.
- Ensure that program concepts and proposals are informed by practical needs, local knowledge, and strategic partnerships.
- Contribute to the development of scalable, sustainable housing interventions that reflect Ukrainian realities.

4. Key Responsibilities

A. Programmatic Partnership Development & Management
- Identify, assess, and engage key national and local partners working in housing, construction, legal aid, rental markets, and social protection
- Facilitate partnership agreements, scopes of collaboration, and onboarding of new technical and implementation partners
- Support partners in articulating their role in co-created interventions (e.g., rental support, housing cooperatives, building rehabilitation).

B. Technical Advisory for Housing Recovery Interventions
- Provide guidance on designing interventions including light/medium repairs, rental subsidies, energy-efficient upgrades, and community-based housing approaches
- Advise on targeting criteria, beneficiary selection methods, and implementation modalities.
- Identify and recommend viable technical standards and procurement approaches for recovery works (in collaboration with HFH engineering/procurement teams)

C. Coordination with Government and National Stakeholders
- Represent HFH Ukraine in national housing coordination platforms and recovery clusters.
- Maintain active engagement with key ministries, oblast departments, and state agencies responsible for housing and reconstruction
- Monitor developments in national housing recovery programs (e.g., eVidnovlennia) and assess alignment with HFH Ukraine’s programming

E. Donor Engagement (Programmatic Role)
- Participate in donor meetings, presentations, and site visits in coordination with the Program Manager, and Chief of Party
- Provide technical briefings and context-specific updates to donors on housing recovery programming and partnership developments
- Prepare program fact sheets, technical summaries, and success stories to support donor stewardship

D. Program Input into Proposal Development
- Provide technical content and contextual analysis for concept notes and proposals led by the Fundraising Consultant.
- Contribute to logframes, results frameworks, activity planning, and risk assessments from a programmatic lens.
- Support preparation of field evidence, partner endorsements, or pilot documentation to strengthen funding applications.

Deliverables
- Stakeholder Mapping Report: Key actors, programs, and gaps in housing recovery by region and thematic area
- Partnership and Donor Engagement Plan: Structured plan with potential partners and donors, timeline for engagement, and defined value propositions.
- Technical Inputs: Written contributions to at least two-three funding proposals, including programmatic narratives, activities, and results frameworks.
- Monthly Progress Notes: Brief updates on partner engagement, risks, and technical support activities.

5. Qualifications & Minimum Requirements
Education
- Master’s degree in International Development, Law, Business Administration, Public Policy, or a related field.

Experience
- At least 3-5 years of experience in humanitarian or development programs, with a focus on shelter/housing, recovery, or urban development
- Demonstrated expertise in partnership development and coordination in Ukraine
- Knowledge of Ukrainian legal, policy, and institutional frameworks related to housing, decentralization, and reconstruction
- Proven experience engaging with donors to present programmatic approaches, provide technical briefings, and contribute to relationship management in coordination with fundraising teams
- Excellent stakeholder engagement and representation skills with a range of actors, including government, civil society, and donors
- Strong writing and communication skills in both Ukrainian and English

Desirable:
- Familiarity with rental support schemes, social housing, or housing finance models.
- Experience with donor-funded projects (e.g., EU, World Bank, SDC).
- Knowledge of MEAL systems and results-based programming.
- Ability to work independently and proactively in a remote setting.

Skills
- Excellent writing, editing, and verbal communication in Ukrainian and English.
- Strong planning, coordination, and time management abilities.
- Comfortable working with remote teams and across time zones.
- Proficiency with Microsoft Office, SharePoint, Teams, and donor tracking systems.

6. Management & Coordination
The Consultant will report to the Chief of Party and work closely with the Program and Fundraising team, as well as implementing and/or potential partners.

Location and Travel: This is a consultancy with some travel requirements. The preferred location is Kyiv.

Contract Terms
- Contact type: Consultancy
o Note: For Ukrainian candidates, registration as a private entrepreneur is mandatory
- Duration: 6 months (renewable based on performance and funding)
- Days: Estimated 60 days over 6 months
- Remuneration: Based on the agreed daily rate
