Description
The Human Services Agency (HSA) of the County of San Mateo is seeking qualified candidates for the position of Homelessness Services Manager in its Center on Homelessness (COH) branch. The Center on Homelessness contracts with community-based organizations to provide a range of services to unhoused County residents, from outreach and engagement to shelter and case management, and matching to various housing resources. COH provides system oversight, coordination, and planning for the system of care, and manages local, state, and federal grant programs supporting these services.
The Homelessness Services Manager will be responsible for identified programs that serve unhoused and unsheltered populations. The Homelessness Services Manager will provide operational and program oversight for planning, contracting and administration of multiple program areas within the Center on Homelessness, planned to include shelter programs provided by contracted providers, the Coordinated Entry System, and homeless outreach programs. The Homelessness Services Manager will also provide direct supervision of 3 to 4 staff members.
This position will be responsible for reporting to high level executive County leadership, maintaining frequent communication with all partners and ensuring close collaboration with key stakeholders such as homeless service providers, other County departments, Cities, and other key stakeholders.
The ideal candidate will possess the following:
Three or more years of increasingly responsible experience in a health, social or community services organization, including significant responsibility for funding, budget development, program utilization and/or evaluation or coordination of community resources.
+ Excellent organizational skills in handling multiple and competing priorities.
+ Demonstrated experience in staff supervision, project management, facilitation, and public speaking.
+ A commitment to improving the lives of vulnerable individuals and families and supporting the community.
+ Excellent interpersonal, collaboration, oral and written communication skills.
+ Working knowledge of social and economic issues relevant to low-income populations and communities, especially homeless crisis response systems and safety net services.
+ Significant experience in grant administration, contract development and monitoring, and reporting.
+ Experience in the use of data in performance improvement, evaluation of outcomes, and internal and external data development and analysis.
+ Ability to build and maintain strong relationships with community-based organizations and other partners.
+ Culturally competent in working with diverse communities.
+ Flexible, deadline-driven, and customer service oriented.
+ Proficiency in computer systems and applications, such as Microsoft Windows and the Microsoft Office suite (Microsoft Word, Excel, and PowerPoint).
Note: This is a limited-term, at-will assignment. Limited term employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan. This recruitment maybe used to fill future limited term positions.
Examples Of Duties
Duties may include, but are not limited to, the following:
+ Maintain an effective working relationship with a variety of public and private organizations, including other County departments and agencies as well as partner community-based organizations.
+ Plan, direct, coordinate, implement and evaluate the effectiveness of comprehensive County-wide services and programs, including needs assessment, program design and planning, implementation, evaluation and regulatory enforcement.
+ Direct, coordinate, and participate in the development and implementation of program goals, objectives, policies, procedures and priorities that balance both mandated services and community needs.
+ Act as liaison between the senior level management, advisory boards and commissions, regulatory bodies and program staff to ensure that all appropriate policies and guidelines are followed, and that programs are funded with adequate resources to maintain mandated and expected levels of service.
+ Consult with other program managers on relevant program issues; develop alternative strategies for dealing with community needs and assist in the implementation of solutions as necessary.
+ Negotiate or participate in negotiating contracts with outside vendors, consultants or organizations; monitor and evaluate fiscal and legal liability of same.
+ Act as advocate and spokesperson in the community in support of programs and services; interpret, explain, and direct the enforcement of all applicable standards, codes and regulations.
+ Prepare, administer, and monitor the program budget to ensure the accomplishment of program and service objectives within budget restrictions.
+ Provide highly complex staff assistance to senior level management and related commissions and advisory boards on program issues.
+ Prepare detailed written reports, policies, procedures and contracts.
+ Select, supervise, train and evaluate managerial, professional, technical and clerical subordinates.
+ Perform related duties as assigned.
Project Management
+ Identify, track, and work proactively with County leadership, staff, and partners on deliverables and deadlines with minimal supervision.
+ Participate in meetings with local stakeholders and funders to engage in constructive dialogue about system operations and opportunities for improvement.
+ Monitor contracts with community-based organizations for program and contractual compliance.
+ Write and implement program policies and procedures with staff and County partners.
+ Seek and incorporate feedback from key stakeholders including people with lived experience of homelessness, County leadership, and service providers.
Data Management and Presentations
+ Work collaboratively with COH’s data and evaluation team.
+ Develop and deliver public presentations on system as needed.
+ Conduct and review data analysis.
+ Use service delivery and outcome information to identify strengths and opportunities for improvement.
Qualifications
Knowledge of:
+ Principles and practices of public administration, and program management, including planning, implementation and evaluation.
+ Principles and methods of social and community services, including current trends in education, research, training, treatment, intervention, rehabilitation, or related issues.
+ Laws, codes and regulations governing social and community service programs, and knowledge of County, state and federal legislative developments applicable to contemporary program or service issues.
+ Organizational and fiscal management within a multi-faceted, community-based program setting.
+ Community resources and public/private services and funding sources.
Skill/Ability to:
+ Identify and analyze complex socioeconomic issues and problems.
+ Plan, direct, coordinate, implement and evaluate programs and services on a comprehensive, County-wide level to meet community needs.
+ Integrate a variety of activities and services to achieve program goals, objectives, and priorities.
+ Apply principles and techniques of community organization.
+ Speak effectively to diverse audiences, including clients, professionals, civic and citizen groups.
+ Maintain cooperative working relationships with other program managers and staff, other agencies and the community; enlist and mobilize community support for programs.
+ Prepare complex and detailed written reports, program policies, procedures and contracts.
+ Train staff and coordinate activities of contractors, volunteer groups and staff.
Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is: Three years of increasingly responsible experience in a health, social or community services organization, including significant responsibility for funding, budget development, program utilization and/or evaluation or coordination of community resources.
