High Voltage Electrician Leader (Open to both U.S. Citizens and Federal Employees)
Summary This position is located at the Reserve Fleets, Office of Ship Operations, Office of the Deputy Associate Administrator for Federal Sealift, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD). Responsibilities The High Voltage Electrical Worker Leader: Installs, repairs, and calibrates high voltage power distribution systems to support fleet electrical needs, including major system modifications for added loads and circuitry. Performs complex troubleshooting and repair of AC/DC circuits and electrical/electronic equipment, applying advanced theory and hands-on techniques. Monitors electrical loads and performs critical calculations to ensure system continuity, safety, and proper component selection. Conducts all types of cable splicing (high/low voltage) in diverse environments including above ground, underground, shipboard, and underwater—strictly adhering to manufacturer specifications. Installs and energizes independent electrical systems on ships using various power sources (shore power, diesel generators, floating barges) for essential systems like alarms, preservation units, and anchor windlass. The ideal candidate is a self-starter with the experience to independently assesses the material and operational condition of the assigned ships to meet mission requirements and regulatory standards. They possess a strong understanding of ship maintenance, repair, and operations. The ideal candidate can also apply the standards of the U.S. Coast Guard and American Bureau of Shipping for U.S. flag cargo ships, and possesses strong interpersonal skills required to work with other governments employees, government contractors, ship crews, and partners in the maritime industry. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Qualifications Qualifications for the position are based on the training, experience, or other requirements that determine which applicants would be able to perform satisfactorily in the position to be filled. To qualify for the WL-11, your experience should include experience equal or equivalent to the following: Ability to complete repairs on electrical systems and equipment containing diodes, transistors, and electronic devices in the circuitry. Ability to isolate, repair, or replace faulty components such as hydraulic/pneumatic pressure regulators and hydraulic volume controls on equipment. Ability to communicate with workers being led, pass on instructions, relay job assignments for recurring and special tasks, and train employees as needed.
