Summary THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: 103d Air Control Squadron (ACS), Orange, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the CTANG. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the CTANG. Responsibilities JOB SUMMARY: The purpose of this position is to maintain, troubleshoot, overhaul, repair, modify, and inspect heavy mobile equipment, various support equipment, and special purpose vehicles such as; fuel dispensing trucks, refueling equipment, crash/structural firefighting equipment and pump trucks, forklifts, materiel handling, aircraft cargo loaders, aircraft and equipment tow tractors, large runway snow removal vehicles, aircraft de-icing equipment, sweepers, bulldozers, mobile cranes, road graders, heavy construction and earth moving vehicles, backhoes, front end loaders, excavators, trenchers, and tactical/armored protected vehicles. The equipment may be commercial or military designed with diesel, gasoline, electric, hybrid electric, or other alternative fuel power and may have multiple engines. The work requires knowledge of how heavy duty machinery, engines, parts, and systems work; ability to detect faulty items, determine causes of malfunction, and determine best repair methods; and skill to assemble, disassemble, repair, rebuild or modify components and a variety of interconnected systems. Repairs include; integrated electrical, electronics, air, fuel, and hydraulic systems; complex state-of-the-art electrical and electronic systems requiring specialized scan/diagnostic equipment to identify malfunctions or to determine replacement of standard and computer controlled components. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Air National Guard. The major duties include, but are not limited to: Repairs, adjust, overhauls, performs major repairs, and maintenance on military and commercial designed heavy mobile equipment and special purpose vehicles. Performs body repair and corrosion control, refinishes and repaints surfaces as required. Prepares, maintains and submits applicable maintenance work orders for man-hour and data collection accounting, to include completing forms to reflect work performed or delayed and parts and maintenance required. Participates as OJT Instructor in the vehicle maintenance area. Assists in conducting the local occupational safety and health training program, to include compliance with directives and procedures for proper disposal of hazardous waste products within the functional area. WORKING CONDITIONS: Mechanics at this level work both inside and outside. When working inside, they are frequently exposed to drafts, changing temperatures, and noise which are difficult to talk above. When working outside, they may be required to work in bad weather. Workers are often exposed to irritations and discomfort from dust, grease, heat, and fumes. Workers are subject to cuts, burns, chemical irritations, bruises, electrical shock, and injuries for fall from falls while repairing, positioning, and moving equipment. Follows prescribed safety practices. Some safety equipment and clothing may need to be worn for long periods of time. PHYSICAL EFFORT: Heavy mobile equipment mechanics work in tiring or uncomfortable positions for long periods. The work requires frequent standing, bending, reaching, stretching, climbing, and crouching. They work on top of, under, and in tight compartments of vehicles in cramped or awkward positions. They perform strenuous work while standing, lying, or sitting. They frequently lift and carry items, unassisted, weighing up to 40 pounds, and often exert similar effort in pushing, pulling, and positioning parts, assemblies, and equipment. They frequently lift and move heavier items with the assistance of other workers or with lifting devices such as jacks, hoists, and cranes. They are sometimes required to work from ladders or work platforms at varying heights. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Experience or training that has provided the candidate with the skill to make repairs or the ability to assist with repairs that can be accomplished by removing, adjusting, or replacing defective or worn parts. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 6, 12 or 18 months of specialized experience in the following: WG-05 REQUIRES 6 MONTHS: Experience or training which demonstrates the use of common hand tools in making repetitive mechanical repairs under close supervision. Experience which demonstrates the ability to perform the simpler and routine duties of the trade. WG-08 REQUIRES 12 MONTHS: Experience or training using common hand tools and a small variety of test and measurement devices to make mechanical repairs. Experience removing, adjusting, replacing, cleaning, and installing a variety of parts, components, and accessories such as filters, radiators, bearings, springs, shock absorbers, wheel cylinders, starter motors, mufflers, and other items of similar complexity. Experience which demonstrates a basic understanding of mechanical, electrical, and hydraulic theory applying to heavy duty vehicles; and skill to replace, fit, install, and make adjustments, such as performing engine tune-ups, timing distributors, and adjusting brakes. Experience which demonstrates an understanding of the makeup and operation of the various individual systems maintained and their interrelationships. Experience which demonstrates the ability to read and interpret parts lists, manufactures' repair manuals, diagrams, and electrical schematics. WG-10 REQUIRES 18 MONTHS: Experience or training diagnosing, repairing, overhauling, and modifying more complex vehicles, equipment, and more complicated systems. Experience which has provided a thorough knowledge of diagnostic equipment. Experience applying independent judgment in determining methods and techniques required to solve unusually complex maintenance and repair problems. Experience in testing, inspecting, and evaluating the work performed on heavy mobile vehicles, equipment and systems. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the mechanical makeup, operation and working relationships of a variety of heavy duty systems, assemblies and parts, including major systems. Knowledge of how electrical, transistorized, and other non-mechanical systems tie in with and affect the operation of mechanical systems. Skill to determine mechanical defects which cause major systems and their components to fail to operate/perform up to specifications and requirements. Skill in using and interpreting results of a wide range of diagnostic and test equipment, i.e. engine analyzers, dynamometers, exhaust analyzers, vacuum and fuel pump testers, injector testers, ignition tuners, tachometers, ammeters and ohmmeters. Ability to use technical manuals, illustrations, specifications, diagrams, schematics and similar guides to make repair and modifications. Skill in measuring, fitting, and installing needed components to clearances which are specified in manuals or instructions. Skill in connecting, meshing, aligning and adjusting components to assure effective operations of the complete system or vehicle. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of AFSC. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. Individual selected must undergo a preemployment physical examination prior to appointment. This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. STATEMENT OF DIFFERENCE: Individual selected at a lower level will be issued a Statement of Difference. Predicated upon qualifications, individual could be hired at the WG-10 grade. An individual selected for this position at the lower grade will progressively be advanced to WG-10 upon achievement of required qualifications without further competition. Education No substitution of education for specialized experience. Additional Information Primary Change of Station (PCS) relocation expenses will NOT be paid. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies: Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
