You are responsible for providing strategic oversight and direction for the HealthCare Compliance and HealthCare Business Integrity (HCC/HCBI) program within the Research and Development sector for Innovative Medicines in the APAC region, as well as for the Enterprise Innovation (JJI) teams, which include Innovation Centers, JLabs, and JJDC. You will lead a team comprising direct and indirect reports, including Senior Managers and other roles. They will be accountable for establishing the strategic direction and developing a robust compliance program tailored to these unique and complex organizations. In this regard, you will act as an internal expert for senior leaders, including Executive Committee Members and key stakeholders, using their judgment to mitigate business risks while managing the allocation of resources to support business initiatives and enterprise projects. This pivotal leadership role is essential for promoting collaboration, consistency, and simplification across the APAC region. Additionally, the Director will represent the HCC IM R&D organization in significant global projects and initiatives. Key Responsibilities: + Create and drive strategy and approach to HCC/HCBI Program(s) in APAC based on unique business models, activities and risk profiles of IM R&D and Enterprise Innovation + Responsible for building and maintaining an effective compliance program to ensure its business activities comply with HCC laws, regulations and industry standards related to interaction with health care professionals and/or government officials, including, as applicable to the business activities FCPA and other anti-corruption laws, off-label promotion, anti-kickback and false claims statutes and compliance with any applicable agreements or settlements. + Partner with APAC and global leaders to actively support new business models, portfolio, and growth strategies at enterprise level; advising on strategic changes required to meet compliance needs, while leading team of directors supporting regional and/or Therapeutic Area leaders + Engage with APAC executive leaders and management boards to ensure governance, oversight, understanding and accountability regarding management of risk related to relevant business activities. + Active member of the IM R&D APAC Leadership team/board providing early engagement and input into creation of strategy and/or initiatives + Serve as expert on risks and guidance specific to interaction with government officials, patient Engagement, and third parties in APAC. + Serve as an engaged member of the HCC IM R&D leadership team with responsibilities for providing updates on business, engaging in strategy development, and providing oversight of projects and initiatives to advance the HCC enterprise compliance framework. + In collaboration with HCC Global Operations, provide strategic direction and oversight of HCC/HCBI policies/procedures, education, training, and communications on HCC/HCBI requirements to all relevant employees in APAC. + Partner with HCC Global Operations in developing and implementing the annual HCC testing & monitoring program and provide oversight of management action plans and corrective actions to close gaps identified during risk reviews, testing and monitoring in the region. + Interface with legal counsel regarding HCC requirements, legal interpretations, and issues. + Act as a consultant, adviser, and approver, as needed, for business activities involving HCC risks. + Influence the external environment in APAC to help shape policies and bring insights into the organization through active partnership with law department and industry groups. + Respond to complaints and reports of potential misconduct through appropriate investigations and escalations, consistent with Company policies and procedures. Advise HCC Senior Management and business stakeholders of potential compliance risks, compliance related incidents and investigations, trends, root causes, and recommend and implement appropriate action plans in APAC. + Manage HCC IM R&D APAC and support professionals, establish goals, objectives and development opportunities for direct/indirect reports, and ensure performance is managed in accordance with the company’s leadership imperatives and talent management framework. Ensure team is aligned to overall vision, key priorities and deliverable. + Develop High functioning team through talent and skill development, recruiting, training and coaching of team members. + Provide direction and oversight on the coordination of tasks, resources, and priorities across the team of direct & indirect reports. **Qualifications** Education: + BA/BS required **Required:** + A minimum of 10 years of business experience including management and supervisory is required. + Minimum of 5 years experience and demonstrated leadership in HCC or related compliance function (HCC, Regulatory, Quality, Finance) required + Demonstrated experience in the development and implementation of a compliance program in accordance with an organization's risk profile is required. + Strong knowledge of international, federal and local HCC fraud and abuse laws; FDA regulatory promotional practices; anti-bribery/anti-corruption laws (such as FCPA), Industry Codes, state requirements, financial or auditing practices and other relevant and applicable company policies is required. + Ability to lead a team in supporting various global business functions across multiple business units in various regions + Proven track record interacting with senior executives and ability to influence senior leaders, as well as other levels within an organization is required + Broad business experience and a proven ability to collaborate across all levels of the organization, negotiate and influence business decisions, and work towards solutions to drive compliant growth + Ability to advise senior leaders and key stakeholders on business initiatives or complex compliance issues + Strong leadership and interpersonal skills + Demonstrated proficiency in managing ambiguity + Strong written and verbal communication skills, organizational skills, program management skills, and analytical/process skills + Proven track record as a self-starter with ability to manage complexity and deliver results Preferred: + Experience working in multiple sectors and/or with global businesses is highly desirable. + Current Certified Compliance & Ethics Professional (CCEP®) or Certification in Healthcare Compliance (CHC®) status preferred. + Knowledge of common industry commercial sales and marketing practices for healthcare products and associated risks preferred.
