Summary This position is located at the Pine Ridge Hospital and serves as a support member to the Phlebotomist/Medical Technician/Clinical Laboratory Scientist. Performs phlebotomy to obtain blood samples and assists in preparation of patient specimens for shipment to reference laboratory. Perform clerical duties and troubleshoot orders. Assists in other basic laboratory duties as assigned under the supervision of Clinical Laboratory Scientists and Medical Technicians. Responsibilities Performs clerical duties such as answering telephones, scheduling lab appointments, faxing results to providers, filing and retrieval of reports Performs inventory control such as ordering phlebotomy supplies, stocking, and monitoring of expiration dates Enters and retrieves patient orders from established databases or other similar systems for preparation of collecting and instructing patients for laboratory procedures, i.e. phlebotomy or self collection of samples Utilizes knowledge to correctly obtain patient samples and provide basic patient instruction for self-collection Assists Laboratory professionals to set up and operate basic qualitative and quantitative testing platform, monitoring environmental conditions such as temperature and humidity, as well as related task such as labeling, cleaning or preparing workstations. The incumbent works on a regularly assigned, rotational basis to provide continuity of laboratory services during clinic hours and includes evenings, nights, holidays and weekends. Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Fingerprint results and background investigation documentation must be cleared prior to hire. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS Your resume must demonstrate the following education and/or experience as outlined below for the grade level(s) you are applying to. Any specialized experience must be equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the tasks as identified. GS-05: One year of specialized experience equivalent to at least the GS-04 level in the Federal service. Examples Include: Performs clerical duties in a medical related field. Responsibilities include checking in patients for procedures, entering orders, organizing and maintaining the records system. Has knowledge of medical environments and is able to direct patients to correct individual to receive education, self-collection, or schedule lab collections. OR Completion of a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position. OR A combination of education and specialized experience as listed above. GS-06: One year of specialized experience equivalent to at least the GS-05 level in the Federal service. Examples Include: Has generalized knowledge and limited experience with basic medical procedures. This might include blood pressure, height and weight measurements, and documenting medical information or working in a laboratory or radiology setting. Responsibilities will occur under the guidance of certified laboratory professionals. Identify and obtain equipment and supplies properly, and knowledge of medical terminology sufficient to communicate and interact with the entire health care team as well as patients and their families and skills sufficient to take a variety of samples such as sputum or urine samples and explaining the patient's role in the procedure to the patient. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. Education You may qualify for the GS-05 with education. You are strongly encouraged to submit a copy of your transcripts or a list of your courses including titles, credit hours completed, and grades if you are wanting to qualify based on education. Additional Information Physical Demands: The work requires mostly walking, standing, bending and carrying of light items; the work involves regular and recurring exposure to irritant chemicals and infectious materials. Special safety precautions are required and the use of protective clothing and gear such as a laboratory coat and gloves. Per IHS policy, vaccination against COVID-19 is highly recommended for IHS selectees to positions located in Federally operated hospitals, health centers, and clinics. Additional selection(s) of candidates may be possible within 240 days from the date the certificate of eligibles was issued for this announcement. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. This position is covered by a Bargaining Unit. Recruitment or relocation incentives may be authorized. At least a 6 month service agreement will be required. This position has promotion potential to the GS-6 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval.
