Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Communications (OC), Front Office. As a Health Insurance Specialist, GS-0107-12, you will perform and coordinate externally facing public information campaigns and increase strategic partnerships designed to equip the public with the information it needs to make informed decisions about health care and about its rights and responsibilities under CMS programs. Responsibilities Develop and implement tactical communications plans or strategic partnerships that provide information and promote awareness of CMS programs and initiatives. Develop and implement training programs related to CMS' lines of business to educate partners and stakeholders. Perform ombudsman activities for healthcare providers, beneficiaries, employers/unions, other stakeholders, and the general public to identify and assess program policy/operations and the effect on impacted parties. Provide direction to regional offices and contracted stakeholders on education, outreach, and training initiatives. Complete administrative duties as needed to ensure the smooth operation of the organization. In order to qualify for the GS-12, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-11 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Developing consumer education products to communicate health care program options to customers; (2) Participating in the organization of outreach activities such as public relations, publications, conferences, or presentations associated with health care programs; AND (3) Identifying methods to address various topics and questions regarding health care program related activities. Substitution of Education for Experience: There is no substitution of education to meet the specialized experience requirement at the GS-12 grade level. Combination of Experience and Education: There is no combination of experience and education to meet the specialized experience requirement at the GS-12 grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
