Health Insurance Specialist
Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare, Center for Medicare (CM), Chronic Care Policy Group (CCPG), Division of Chronic Care Management (DCCM). As a Health Insurance Specialist, GS-0107-13, you will perform work related to nat'l health insurance programs, such as Medicare, Medicaid, the Children's Health Insurance Program (CHIP), and Marketplace Exchange/private health insurance. Responsibilities Expertly interprets statutes and develops Federal regulations, policy statements, and program guidance related to national health insurance programs. Analyze policy issues by researching background, the origin of laws, and intended impact to make effective policy recommendations and communicate program policies to CMS’ lines of business. Serve as a source of background data regarding research performed in preparation for meetings and conferences. Act as an Agency representative and contribute to discussions and planning sessions on program policy developments. Develop, implement, and maintain standard operating procedures and databases to manage and analyze program reports, deliverables, and program documentation. Review healthcare policies and legislation to draft related policy documents, regulations, procedures, and guidance to states. In order to qualify for this GS-13 position, you must clearly demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, that includes: (1) Analyzing national health insurance program policy issues to propose policy modifications; and (2) Developing regulations, manuals, program guidelines, program memoranda, policy letters, and/or instructions that communicate health insurance program policies; and (3) Presenting recommendations and conclusions based on analysis and evaluation of health insurance programs that describe feasible options and/or the consequences. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
