Specialty Gases Taiwan Operations Director Job Duties

The Taiwan Operations Director is responsible for the safe, reliable, and cost-effective manufacture of a variety of high purity gases and chemicals supplied to Semiconductor industry customers globally.

The Operations Director will be accountable for running the well established manufacturing site in Nanke as the Site Director and oversee the newly constructed manufacturing plant in Kaohsiung, facilitating further expansion as production capabilities are completed. This role oversees the Specialty Gases operations at other Taiwan manufacturing sites. It has the potential for including the oversight over our Zhangjiagang manufacturing site in China in the future. He/she will be accountable for the overall onsite safety, as well as regulatory environmental and health compliance, while at the same time overseeing daily operations of the Specialty Gases production plant from incoming materials to outgoing products. The Operations Director will develop and maintain processes and resources to maximize safety, quality, and productivity and will collaborate with the Plant Directors of the other Merck businesses as well as the Kaohsiung Site Director. A main area of Engagement will be the continuous Improvement of all operational and business processes and systems by also utilizing data and digital tools. In this regard he/she will closely collaborate with the Director for Smart Productivity.

 

Main Responsibilities

 

Environment, Health, Safety & Security

The Operations Director is accountable for all Specialty Gas Plant environmental, health, safety, and security aspects and will partner with the Production team and Site EHS to achieve:

A sustainable safety culture with the expectation of zero EHS incidents and continuous improvement on all safety and EHS matters to achieve a best-in-class performance. All EHS risks are correctly identified, evaluated, and corrected.Well trained and engaged employees that proactively identify safety risks for correction. Make EHS a daily part of each employee’s work expectation.Full compliance with all local EHS legal requirements, government certifications, all required permits to conduct site activities.An EHS management system that fulfills corporate EHS policies, programs, and procedures. The EHS management system must cover onsite EHS committees, evaluations for EHS related investments, and crisis management planning and execution.

Quality and Compliance

The Operations Director is accountable for achieving high quality performance aligned with production and services to customers and will partner with the Quality team to achieve:

A sustainable quality culture with the expectation of zero quality defects. All quality issues are correctly identified, evaluated, and corrected.Well trained, data focused employees who prioritize continuous improvement on all quality matters. Leadership and employees support the Quality Leaders in ensuring that all quality systems and measures receive appropriate focusA quality management system (QMS) aligned to the needs and expectations of semiconductor materials production and handling. All manufacturing activities are carried out in line with ISO9001 as well as ISO14001, documented and approved procedures and processes, and meeting customer specifications. Audits and inspections from customer and regulatory bodies are well supported and receive timely closure.Ongoing and appropriate investment in plant and equipment is carried out to meet and sustain appropriate quality standards

Production and Supply Reliability

The Operations Director partners with the Supply Chain Planning, Production and Logistics teams to:

Ensure all team members follow our principles to prioritize safety and quality above allLead the creation of the yearly operating plan and ensure management team objectives are aligned to meet targets. Promotes corporate and business objectives, and monitors prioritization in relation to site priorities and goals.Align inventory levels of supply materials and production capacity to meet demandEnsure all orders are manufactured to meet on-time, in-full (OTIF) targetsPromote a culture of transparency and collaboration between all relevant stakeholders. Proactively identify problems and risks to supply, communicate and take appropriate counter measures.Think creatively to improve production efficiencies and costs. Understand or improve business continuity plans. Monitor input factors and production indicators, predict impact on performance, and take action to mitigate.Develop, in cooperation with Global Product Management and Technical Operations teams, a site master plan and strategic development investment plan to remain ahead of demand volume growth, EHS compliance, quality, and asset maintenance requirements.Stay informed of internal technical developments and external regulatory requirements that may impact planning and execution of manufacturing, quality and compliance.Ensure success of technology transfers to / from other sites and partners

Education and Qualifications Required

Education: Master’s degree or above in Engineering, Chemistry or Materials ScienceWorking Experience:Requires proven professional experience (minimum of 10-15 years as a guide) including substantial people management experience in diverse roles – minimum 5 years’ experience in a manufacturing plant management functionTechnical & Professional Knowledge: Prefer candidates from chemical manufacturing background, and especially knowledge of semiconductor industry standards and quality expectations, preferably in gas manufacturingMust have adequate knowledge of business management principles such as budgeting, strategic planning, resource allocation, and human resources.Strong leadership characteristics. Ability to attract, motivate and retain talent. Demonstrated the ability to deliver strong team building, fostering decision-making empowerment, and people management skillsHigh energy, creative, passionate, and self-motivated, someone who has a strong desire to succeed.Communicates openly and transparently, not afraid of delivering bad news or ensuring operational discipline is maintained. Challenges both self and others via clear objectives, frequent feedback, and appropriate actions.Understands supply chain principles to deliver on time production.Ability to work effectively across the matrix organization.Excellent written and verbal communication skills with strong leadership messaging, in both native language and business English.
