Head of Clinical Services - Health & Social Care - NHS Primary Care

Our client is a well-respected Primary Care Alliance that exists to develop collaborative working between GP practices in line with the NHS’ strategic direction of travel.  Many of the developments that the Alliance can facilitate relate to clinical services that are better provided at scale than by individual practices.

The Head of Federated Clinical Services will oversee the establishment and operation of a range of clinical initiatives, often provided on a hub and spoke basis.  Additional services will respond to member practice needs, patient demand, technological advances and strategic developments within the Local Health Economy.

The post-holder will work as part of a wider team, ensuring there is integration with the breadth of the organisation’s activities and ensure the highest standards of care are provided for all patients who benefit from the services.

MAIN DUTIES AND RESPONSIBILITIES

Work with the member practices, PCN's, ATB, Commissioners and NHS England, and other stakeholders to develop federated clinical services that meet the needs of General Practice, patients and the wider health economy. Participate in appropriate transformation priorities identified within our system. Evaluate initiatives developed on a pilot basis ensuring they are subject to a robust assessment that considers a range of perspectives from across the Alliance and its partners. Ensure ongoing services adhere to performance targets, taking remedial action where appropriate, and liaising with commissioners and / or PCN's who may subcontract services, attending contract monitoring meetings where relevant. Develop service specifications and tender responses to meet the requirements of procurement exercises undertaken by commissioners. Collaborate with the Medical Director on the leadership and delivery of the clinical governance framework. In conjunction with the Deputy Chief Executive, Medical Director and operational managers ensure that internal and external standards are met and maintained, including standards laid down by the Care Quality Commission and in Service Level Agreements. Work with the relevant managers to deal with complaints and develop systems to prevent recurrence of issues raised through the complaints system. Promote and support partnership working internally and externally to benefit patients, carers, staff and volunteers and the wider community. To report on all areas of responsibility to the Deputy Chief Executive and through agreed governance structures. To act as a positive role model which promotes team working, respect, innovation and excellence. Work with the Deputy Chief Executive, Medical Director and other key staff to develop strategic plans for the organisation, consistent with and supportive of the strategic direction of key partners. Monitor and performance manage services against financial budgets ensuring that effective control mechanisms are in place and regular value for money reviews are carried out.
