**The Position**
**Head of Central Finance, VNAO**
+ Manage Finance accounting and reporting in accordance with local standards and German GAAP
+ Support closing processes and perform local specific external reporting requirements beyond the Global Business Service (GBS) framework
+ Execution and monitoring of internal controls (CoSeA), and CapEx management and input for fixed asset accounting to GBS.
+ Support and execute local implementation of transfer price policy in alignment with Corporate Tax
+ Manage DICO cash subsidy: planning, settlement calculation and DICO segmentation
+ Perform cash planning,ensure local cash resources are managed to maintain the lowest possible cost to the Corporation with the highest possible cash flow
+ Manage budget and reporting for Group Functions (HR, Legal & Compliance, IT, Finance, Sourcing, Facility), ensure efficient budget management and decision making to support business operation
+ Manage cash collection at local distribution levels by reviewing payment guarantee and stockpiling request from Promotion team
**Duties & Responsibilities**
+ Finance accounting and reporting in accordance with local standards and German GAAP, and adherence to corporate accounting standards, for FS1 and FS2
+ Support closing processes and perform local specific external reporting requirements beyond the GBS framework, including required reconciliations and required BU specific provisions. Coordinate and support local audits and other fiscal and tax related advisory services. Submit exceptional financial reporting to headquarters
+ Execution and monitoring of internal controls (CoSeA), and CapEx management and input for fixed asset accounting to GBSC. Collect provision information for BU specific issues from BU Controlling
+ Support and execute local implementation of transfer price policy in alignment with Corporate Tax. Ensure local tax compliance and reporting, including federal / state / local returns, income & property tax, withholding, Promotion & use tax. Support local tax audits in consultation with Corporate Tax. Perform local and global year-end tax accounting
+ Ensure local cash resources are managed to maintain the lowest possible cost to the Corporation with the highest possible cash flow. Identify and communicate financial risks. Provide input to risk evaluation, plan operational liquidity and coordinate cash flow forecast. Manage intercompany loan accounts. Support the Credit Management approval process together with BU Controlling and OPU teams. Manage / place local insurance in alignment with BI Secura
+ Manage budget and reporting for Group Functions (HR, Legal & Compliance, IT, Finance, Sourcing, Facility), ensure efficient budget management and decision making to support business operation
+ Manage DICO cash subsidy: planning, settlement calculation and DICO segmentation
+ Manage cash collection at local distribution levels by reviewing payment guarantee and stockpiling request from Promotion team.
**Requirements**
+ Bachelor’s degree in accounting or finance. Certified Public Accountant preferred. Chief Accountant Certificate is a must
+ Minimum 3-5 years of experience in similar position, preferably in Pharmaceutical MNCs
+ Tax, Accountant, Audit and Treasury knowledge and experience
+ Ability to grasp complex topics and focus on the critical key areas
+ Strong analytical skills
+ Strong communication and presentation skills, and the ability to prepare complex topics and explain them in an understandable way to non-expert stakeholders
+ Strong focus on governance
+ Proficiency in English and Vietnamese communication skills
